Since the 1st July of 2021, when a new or renewed contract is signed on a Wallaceville rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Inability to adhere to each of Healthy Homes Standards within the period of time expected can lead to the possibility of a fine up to $7200. Additionally, if the most existing Healthy Homes Statement of Compliance isn’t incorporated in a new, renewed or revised tenancy agreement it could result in an additional penalty or infringement fee.

Any tenant may request information about the Healthy Homes Standard and how they relate to the property they live in. If the property manager is unable to supply the necessary information within 21 days of having received the inquiry, they may receive an infringement notification and be fined upto $750.

Furthermore, there’s also a fine of approximately $900 for property owners or property managers who have provided a false or false Healthy Homes Statement of Compliance or other information. It’s also crucial to note that a landlord with several rental properties can face greater penalties for non-compliance. The harshest penalties are reserved only for serious breaches, and landlords with six or more properties can be fined as high as $50,000, or as high as $100,000 in hearing claims.

Healthy homes matter

What are the reasons why Healthy Homes Compliance so important?

A majority of households rent in New Zealand and Wallaceville, and research suggests that rental houses tend to be colder, older, have less effective heating and are of lower quality than the homes of owners.

Moldy, damp and cold houses are linked to negative health outcomes, particularly ailments like colds and asthma, as well as heart diseases. In addition, people who report at least four key housing quality problems frequently have less satisfaction in their lives and lower mental wellbeing.

Enhancing the standard of Wallaceville rental property can help tenants enjoy better physical and mental health and reduce the interruption to learning, work and living because of health issues. Your investment is also safeguarded from mildew, mould and damp damages, which means less costs of maintenance over the long term.

The Healthy Homes Standard is a list of specific and minimum standards for heating, insulation Ventilation, Moisture ingress and Drainage, and Draught stopping on Wallaceville rental properties.

Unreasonable Gaps & Holes

Draught Stopping Wallaceville

Draughts are a major cause of lower temperatures in households. A cold house costs more to heat, which completed jobs in wasting energy and resulting in higher bills.

If a draft can be felt through gaps that are too large or holes that it needs to be sealed.

What are unjustifiable gaps or holes?

If you are able to feel external air flowing in or a clear draught from a hole or gap and you can feel it, it is likely to be a gap or an opening that needs sealing in the way you can. Cracks or gaps with large gaps must be sealed permanently. Gaps greater than 3mm that let air into or out into the house require sealing. For instance, if an open fireplace isn’t in use it can create draughts. This should be shut off. Landlords and property managers are responsible for ensuring that such draughts are squelched in the maximum extent possible.

There is no require to block off gaps or holes in the building. For instance, small gaps around windows and doors could be required to allow for movement within the structure as the house gets warmer and cooler, so that they are able to be closed and opened rather than securing. We will examine every window and door in your Healthy Homes assessment of your rental property.

Proper heating is important to ensure healthy homes

Heating Wallaceville

Wallaceville rental properties must have a fixed source of heating which can warm the largest or main living space to a minimum of 18degC, even on the most coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat needs for it to be permanent (i.e. not portable) that is, at least 1.5 kW of heating capacity and have the minimum capacity for heating required for the main living space. A Heating Assessment Tool can be used to check if the fixed heater(s) are adequate or if you’ll require to top up with a new heater. Open fires and unflued combustion heaters like mobile LPG bottle heaters aren’t considered to be acceptable heating options for The Healthy Homes Standard.

If the heating you offer is electric heating (or heat pump), it requirements to be equipped with an thermostat. This makes the heating more consistent and efficient. In most homes, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are required. In certain situations, such as small apartments, a smaller fixed electric heater might be enough.

If the main living room already has a fixed heating source such as the heat pump, it might require a top up in order to comply with the standards. Certain kinds of heaters cannot be used to meet the standard as they are either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Wallaceville

Each living space within a rental home must contain at minimum one open doors or windows to provide natural ventilation. In addition, humid areas such as kitchens or bathrooms must have a suitable externally vented extractor fan that can get rid of moisture.

It is the ventilation quality is all about recognising it is that dry air will be more easy to heat, and that the property that is properly ventilated is less likely to develop mould and damp.

Living rooms, bedrooms, kitchens and dining rooms are all considered living spaces. Connecting spaces like the hallway are not considered liveable , and thus do not require an opening door or window.

Each window, door , or Skylight needs to be able of opening to the outside, but remain fixed in an open position in order to allow ventilation and fresh air ventilation.

The bathrooms in all kitchens and any other room in your home that has a bath, shower cooker or any other moisture-producing item will need adequate extractor fans that vent to the outdoors. This Healthy Homes Assessment service will ensure that there is sufficient air circulation in every living space, including suitable extractor fans in high moisture areas.

Insulation Wallaceville

Underfloor and ceiling insulation is a requirement in all rental houses since 1 July 2019. All landlords and property managers have to make sure that the insulation meets this new standard. In some instances, an existing insulation on the ceiling or in the subfloor space might need to be topped up or replaced.

A well-insulated property can help control condensation and lower the chance of mould and dampness, and it will make it easier to the household to hold the heat.

Insulation requirements to be in compliance with the R-values of your area.

The "R" is a symbol for thermal resistance, and is a measure of how well the insulation resists heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Wallaceville Moisture Ingress & Drainage

The security of your rental home from water damage isn’t only about what’s inside the building but you must ensure there is somewhere to allow surface, rain and ground water to go and prevent it from getting into the building. When it concerns damp and moisture it is usually not apparent that it can cause a lot of trouble, causing damage to your investment as well as harming your tenant’s well-being.

Properties that are rented must have effective drainage to eliminate storm water, surface water, and ground water. This includes the proper outfall or runoff. Making sure the water has a location to go and that it doesn’t sit beneath buildings is a vital aspect of keeping your property dry.

Alongside an irrigation system to stop moisture ingress, if your rental is enclosed between the floor and ground, a ground moisture barrier must be put in place when it’s reasonably practicable to install it.

A ground moisture barrier is usually a polythene sheet laid over the ground, in order to block any moisture that is present in the ground from getting into the property. It also helps to prevent moisture damage to the underfloor insulation.
