Fines for Failing to Comply

Trentham Healthy Homes Compliance Timeframes

Tenancies signed from 1 July 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory to all Trentham and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records that prove the compliance with the Healthy Homes Standards that apply or will be applied throughout the tenancy period of your rental home.

From July 1st 2021

  • All rentals homes have to meet the Healthy Homes Standard regardless of the date when the tenancy started.

Draughts increase the likelihood of low temperatures inside homes. A damp house will cost more to heat, meaning wasting energy and increased bills.

What are unreasonable gaps and holes?

If you can feel external air entering or the air is clear from a hole or gap or crack, then it is most likely a gap or an opening that needs sealing in any way. Cracks or gaps with large gaps must be permanently stopped. Any gaps greater than 3mm that allow air to enter or exit of the house need to be sealed. For example, if an open fireplace isn’t in use it can create draughts. This should be sealed off. Property managers and landlords are responsible for making sure that draughts from the fireplace are removed as far as possible.

There is no need to block holes or gaps which are part of the construction. For instance, small gaps around doors and windows might be necessary to allow for movement within the structure when the household is heated and cools so that they are able to be opened and closed rather than securing. Heating Trentham

Trentham rental properties need to have a stable source of heat which can warm the largest or main living space to at least 18degC, even on the most coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heating requirements to be fixed (i.e., not portable), at minimum 1.5 kW in heating capacity, and meet the minimum heating capacity needed for the main living room. A Heating Assessment Tool can be used to check if your current fixed heater(s) are adequate or whether you will need to ‘top up’ by adding a second heater. Unflued combustion and open fire heaters like small portable LPG bottle heaters are not considered to be suitable heating options in those following the Healthy Homes Standard.

If the heating system you offer is an electric heater or heat pump it requirements to include the thermostat. This will make your heating more consistent and efficient. For most properties, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in certain instances like apartments with small spaces, a smaller fixed electric heater could be enough.

If the main living room already has a fixed heating source, like an air conditioner, it may require a top up to meet the standards. Some types of heaters can’t be used to meet the standard since they’re either costly, not cost-effective to run, and/or unhealthy to run.

Ventilation Trentham

Each living space within a rental property has to have at least one opening windows or an exterior door to offer natural ventilation. Additionally, areas with high moisture spaces like kitchens and bathrooms need to have an externally vented extractor fan that can remove moisture.
