Fines for Failing to Comply

Trentham Healthy Homes Compliance Timeframes

Tenancies signed from 1 July 2019 to 30 June 2021

  • Underfloor and ceiling insulation is required in all Trentham and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement must be included with any renewed, new or altered tenancy contract.
  • Landlords and property managers must keep records of their the compliance with any Healthy Homes Standards that apply or will apply to the rental property.

Starting 1 July 2021

  • Private landlords and property managers are required to make sure that their rental properties are in compliance to the Healthy Homes Standards within 90 days of a renewal, new or a change in lease.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must adhere to the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All homes let by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standards regardless of the time of the first day of tenancy.

What are unreasonable gaps or holes?

For example, tiny gaps around windows and doors may be required to allow for movement of the structure when the household is heated and cools so that they can still be shut and opened, rather than securing. Heating Trentham

Trentham rental properties need to have a stable source of heating that can warm the living space to at least 18 degrees Celsius, even on the winter coldest days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heating needs for it to be permanent (i.e. not portable), at least 1.5 horsepower in capacity, and must meet the minimum required heating capacity in the living area. For most properties, larger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In some instances, such as small apartments an electric, fixed heater might be enough.

If your main living space already has a fixed heating source like a heat pump, then it might just need an update to ensure it meets the requirements. Certain kinds of heaters cannot be used to meet the quality as they are either expensive, inefficient and/or unhealthy to run.

Ventilation Trentham
