Fines for Failing to Comply

Tenancies signed beginning on 1 July 2019 to 30 , June 20,21

  • Insulation of the underfloor and ceiling is compulsory to all Thorndon and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any new, renewed or amended tenancy agreement.
  • Property managers and landlords have to keep records that prove the conformance to each Healthy Homes Standard that apply or will be applied during the tenure of an apartment rental.

Starting 1 July 2021

Thorndon rental properties need to have a stable source of heat which can warm the main or largest living space to a minimum of 18degC, even on the coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

In most houses, larger fixed heating equipment like wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in some cases like small apartment buildings, a smaller fixed electric heater may be sufficient.

If the main living room already has a permanent heating source like an air conditioner, it may need some additional energy in order to comply with the standards. Certain kinds of heaters aren’t able to be used to comply with the quality since they’re either inefficient, unaffordable to operate and/or unhealthy to run.
