Fines for Failing to Comply

Thorndon Healthy Homes Compliance Timeframes

Tenancies commenced in the period between July 1st 2019 and 30 , June 20,21

  • The insulation of the ceiling and underfloor is a requirement to all Thorndon and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records that prove compliance with any Healthy Homes Standards that apply or will be applicable throughout the tenancy period of an apartment rental.

Starting 1 July 2021

  • Private landlords and property managers have to make sure their rental properties conform in accordance with Healthy Homes Standard within 90 days of a new, renewed , or altered tenant.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) must adhere to the Healthy Homes Standard regardless of the date the tenancy was started.

Beginning 1 July 2023

  • All households which are rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standard regardless of when the tenancy first began.

Proper heating is crucial for well-being homes

Heating Thorndon

Thorndon rental properties need to have a stable heating source that is able to heat the living space to at least 18degC even on the winter coldest days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

For the majority of homes, bigger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are required. However, in certain instances like apartments with small spaces small apartments, a smaller electric fixed heater could be enough.

If your living space already has a permanent heating source, like the heat pump, it might require a top up in order to comply with the standards. Certain kinds of heaters aren’t able to be used to comply with the quality as they are either costly, not affordable to run, or are unsafe to operate.
