Te Marua Healthy Homes Compliance Timeframes

Tenancies that were signed beginning on 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is mandatory throughout Te Marua and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement should be included in any renewal, new or varied tenancy agreement.

Te Marua rental properties require a reliable source of heating which can warm the main or largest living space to at least 18degC even on the winter coldest days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs to remain fixed (i.e., not portable) that is, at minimum 1.5 kW of heating capacity, and must meet the minimum capacity for heating required for the main living room. The Heating Assessment Tool can be used to determine whether the existing permanent heater(s) are adequate or if you’ll need to "top up" with an additional heater. If the heating system you offer is an electric heater or heat source, it requirements to be equipped with a thermostat. This will help make the heating more uniform and efficient. For most houses, larger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters will be required.
