Fines for Failing to Comply

Tenancies established from 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is mandatory in all Silverstream and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or amended tenancy agreement.
  • Property managers and landlords have to keep records to demonstrate the conformance to the Healthy Homes Standards that apply or will apply during the tenancy of the rental property.

From July 1st 2021

  • Private landlords and property managers should ensure their rental properties comply in accordance with Healthy Homes Standard within 90 days of any renewal, new or a change in lease.

From July 1st 2024

  • All rental houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy first began.

Heating Silverstream

Silverstream rental properties should have a permanent source of heating that can heat the main or largest living area to at minimum 18degC, even during the winter coldest days.
