From the 1st of July in 2021, when a brand new or renewed lease is entered into on a Porirua rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Failure to meet any of the Healthy Homes Standards within the period of time expected can lead to penalties of up to $7200. In addition, if the current Healthy Homes Statement of Compliance is not included within the renewal, new or revised tenancy contract, it could result in an additional fine or infringement fee.

Anyone can request details regarding the Healthy Homes Standard and how they relate to the property they live in. If the property manager fails to provide the information requested within 21 days from receiving the request, they can receive an infringement notice and could be fined up to $750.

It is crucial to be aware that landlords with several rental properties can face even higher fines for non-compliance. The highest penalties are reserved for the most serious breaches. Landlords with six or more properties can be fined as high as $50,000, and as much as $100,000 in hearing claims.

Unreasonable Gaps & Holes

Draught Stopping Porirua

Draughts are a major cause of lower temperatures in households. A humid home costs more to heat, which means wasting energy and incurring higher costs.

If a draft can be felt through gaps that are too large or holes, it requirements to be closed.

What are unreasonable gaps and holes?

If you can feel external air getting in, or see the sound of a clear draught emanating from a crack or a gap that is, it is likely a crack or crack that requirements sealing in the way you can. Cracks or gaps with large gaps must be stopped permanently. Cracks that are greater than 3mm and let air into or out from the house need seals. For example, if the open fireplace isn’t used it could cause draughts, and should be blocked from. Landlords and property managers are accountable for ensuring that draughts from the fireplace are removed as far as possible.

You don’t need to block off holes or gaps that are part of the building. For example, tiny gaps around windows and doors could be necessary to allow movement of the structure as the home is heated and cools so that they are able to be closed and opened instead of instead of being stuck. We will test all windows and doors during your Healthy Homes assessment of your rental property.

A good heating system is crucial for healthy houses

Heating Porirua

Rental properties in Porirua should have a permanent source of heating that is able to heat the living room to at least 18degC, even during the coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heating needs that it be permanently fixed (i.e., not portable), at minimum 1.5 horsepower in capacity, and it must have the minimum requirement for heat capacity in the living area. The Heating Assessment Tool can be used to check if your current fixed heater(s) are adequate or whether you will require to "top-up" with an additional heater. Fires that are open and unflued heaters such as mobile LPG bottle heaters are not considered to be suitable heating options in the Healthy Homes Standard.

If the heating that you provide is electric heating or heat pump, it must have the thermostat. This will make the heating more reliable and effective. For the majority of houses, bigger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are necessary. In certain situations, like small apartment buildings, a smaller fixed electric heater may suffice.

If your main living space already has a permanent heating source, like the heat pump, it might just require an update to be able to meet the standards. Some types of heaters can’t be used to achieve the standard since they’re either costly, not cost-effective to run, or are unsafe to operate.

Ventilation Porirua

Each liveable space in a rental property must have at least one openable door or window to offer natural airflow. Additionally, areas with high moisture areas such as kitchens or bathrooms should have an externally vented extractor fan to eliminate moisture.

The ventilation standard is all about understanding how dried air can be easier to heat and an apartment that is well-ventilated is less likely to grow mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered liveable spaces. Connecting spaces such as the hallway aren’t considered living spaces and therefore do not require an opening door or window.

Each door, window or Skylight requirements at least to open to the outside, but remain closed in order to allow for fresh air circulation and air flow.

Bathrooms, kitchens, and any other area in your house that houses shower, bath and cooktop or another humidity-generating items will need suitable extractor fans that vent to the outdoors. This Healthy Homes Assessment service will verify that there is enough ventilation in every living space with the right extractor fan in areas of high moisture.

Insulation Porirua

The insulation of the ceiling and underfloor is required in all rental homes since 1 July 2019. All landlords and property managers must ensure that the insulation is up to the new quality. In some cases, current ceiling insulation, or the insulation of the subfloor space may require to be topped up or replaced.

A well-insulated property can help control condensation, and decrease the risk of mould and dampness and also makes it easier to the household to retain warmth.

Insulation needs to be in compliance with the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance, and is a gauge of how well the insulation resists heat flow. The higher the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Porirua Moisture Ingress & Drainage

Protecting your rental property from the effects of moisture isn’t just a matter of the inside it’s also about the outside. You must make sure there is somewhere to allow surface, rain and underground water to flow, and prevent it from getting inside. When it is damp and moisture, it is frequently what you don’t see that can cause a lot of trouble that can cause the property to suffer and affecting your tenant’s well-being.

Properties that are rented must have efficient drainage for the removal of storm water, surface water, and ground water. This includes an appropriate runoff or outfall. Making sure the water has a location to go and that it can’t linger underneath the buildings is a vital aspect of maintaining your property’s dry.

Alongside the drainage system that will prevent moisture from entering, if your apartment has an enclosed gap between your floor and ground, a ground water barrier should be put in place if it is reasonably practicable to install it.

An underground moisture barrier typically made of polythene and is laid on top of the ground, in order to block any moisture in the ground from entering the structure. It also assists in preventing any damage to your underfloor insulation.
