Fines for Failing to Comply

Beginning on July 1st, 2021, if a new or renewed tenancy is signed for a Porirua rental property, all Healthy Homes compliance items need to be finished inside of 90 days.

It is important to remember that landlords with multiple rental properties may receive additional fines for non-compliance. Porirua Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 to 30 June 2021

  • Ceiling and underfloor insulation is required to all Porirua and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records that prove conformance with all Healthy Homes Standards that apply or will apply during the tenure of your rental home.

From 1 July 2021

  • Property managers and private landlords are required to make sure that their rental properties are in compliance with the Healthy Homes Standard within 90 days of any new, renewed , or altered tenancy.
  • All boarder households (except Kainga Ora and registered Community Housing Provider for boarding home tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

From 1 July 2023

  • All households which are rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rentals houses have to meet the Healthy Homes Standards regardless of when the tenancy began.
