If a draught could be felt through gaps that are too large or holes that it needs to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or the sound of a clear draught emanating out of a hole or gap and you are able to feel it, it is likely a crack or hole that requirements sealing in somehow. Cracks and gaps that are large should be fixed permanently. The gaps that exceed 3mm that let air in or out into your house need to be sealed. In the case of an open fireplace isn’t used it may cause draughts and should be shut off. Property managers and landlords are accountable for ensuring such draughts are eliminated as far as imaginable.

There is no require to block holes or gaps in the building. For instance, small gaps around windows and doors might be necessary to allow for movement within the structure when the household warms and cools in order to let them be closed and opened instead of than being stuck. We will test every window and door as part of our Healthy Homes assessment of your rental property.

Heating Paremata

Rental properties in Paremata require a reliable source of heating that is able to heat the living space to a minimum of 18degC, even on the winter coldest days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health as well as their mental health.

The heating source requirements to remain fixed (i.e., not portable) with at least 1.5 Kilowatts in heating capacity and have the minimum required heating capacity for the main living room. A Heating Assessment Tool may be used to determine whether the permanent heater(s) are sufficient or if you’ll require to "top-up" with a new heater. Unflued combustion and open fire heaters such as portable LPG bottle heaters are not considered acceptable heating options under the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump it must be equipped with a thermostat. This will help make your heating more consistent and efficient. In most homes, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are needed. In certain situations, like apartments with small spaces an electric, fixed heater may suffice.

If your living space already has a central heating source, such as an air conditioner, it might just need some additional energy to be able to meet the standards. Some types of heaters can’t be utilised to meet the quality because they’re inefficient, unaffordable to operate and/or unsafe to run.

Each window, door , or skylight needs to be able of opening to the outside, and stay at an open angle to allow for fresh air circulation and air flow.

Insulation Paremata

Underfloor and ceiling insulation has been compulsory to all rental houses since July 1, 2019. Property managers and landlords must ensure the insulation meets this new standard. In certain situations, the existing ceiling insulation or insulation in the sub floor space may require to be added or replaced.

A properly insulated home will reduce the risk of condensation, and decrease the risk of mould and damp, as well as making it easier to the household to hold heat.

Insulation requirements to meet the R-values of your area.

The "R" stands for thermal resistance and it is a measurement of how well the insulation withstands heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3

Paremata Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the interior of the building but you must ensure there is somewhere for rain, surface as well as groundwater to move, and also stop it from getting inside. When it comes to moisture and damp it is often not apparent that it can become a big problem, causing the property to suffer and affecting the tenant’s well-being.

Properties that are rented must have efficient drainage for the removal of storm water, surface water, and ground water, including an appropriate runoff or outfall. Making sure the water has a place to go, and that it isn’t allowed to remain beneath structures is an important aspect of keeping your property dry.

In addition to an irrigation system to stop moisture ingress, if your rental has an enclosed gap between your floor and ground, a ground moisture barrier should be put in place if it is reasonably practicable to install it.

A ground moisture barrier is generally made of polythene and is laid on top of the ground to prevent any moisture present in the ground from rising into the home. It also helps in preventing water damage to the floor insulation.
