From the 1st of July in 2021, if a new or renewed lease is entered into on a Paremata rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Failure to comply with any of the Healthy Homes Standards within the expected timeframe can result in a fine of up to $7200. Additionally, if a currently-in place Healthy Homes Statement of Compliance is not included in an updated, renewed, or amended tenancy agreement there could be additional penalties or an infringement fee.

Anyone can request details regarding the Healthy Homes Standard and how they relate to the home they reside in. All information in the Compliance Statement needs to be correct before the tenancy agreement can be signed. It is updated through the tenancy period as necessary work related to it’s finished.

It is also important to remember that a landlord with multiple rental properties may face additional fines for non-compliance. The most severe penalties are given for severe violations. Those who have more than six properties could be fined as high as $50,000 and as high as $100,000 in the case of hearing claims.

Healthy homes are important

What is the reason Healthy Homes Compliance So Important?

A majority of households in New Zealand and Paremata, and research shows us that these rental houses are likely to be colder, older and have less efficient heating, and generally tend to be of poorer quality than homes that are owned by the owner.

Moldy, damp and cold homes are linked to negative health results, specifically for illnesses like colds, asthma, as well as cardiovascular issues. Furthermore, people who report four or more major home quality issues often suffer from less satisfaction in their lives and lower psychological well-being.

Enhancing the standard of Paremata rental property can allow tenants to experience better physical and mental health and reduce the disturbance to learning, work and daily life due to health issues. Your investment is also safeguarded from mildew, mould and damp , which means less costs of maintenance in the long-term.

The Healthy Homes Standard is a list of the specific and minimum standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well as Draught stopping in Paremata rental properties.

Unreasonable Gaps & Holes

Draught Stopping Paremata

Draughts can lead to less temperature in households. A humid home will cost more to heat, resulting in wasted energy and increased bills.

If a draught can be felt through gaps that are too large or holes that it needs to be closed.

What are unjustifiable gaps or holes?

If you can feel external air getting in, or see the sound of a clear draught emanating from a gap or hole, then it is most likely a gap or an opening that needs sealing in somehow. Cracks or gaps with large gaps must be permanently stopped. Gaps greater than 3mm that let air in or out into the home need seals. For example, if the open fireplace isn’t used it may cause draughts and should be shut from. Landlords and property managers are accountable for ensuring that such draughts are squelched in the maximum extent possible.

There is no need to block up intentional holes or gaps which are part of the building. For example, tiny gaps around doors and windows may be required to allow for the movement of the building when the house is heated and cools so that they are able to be closed and opened instead of than being stuck. We will examine all doors and windows as part of an Healthy Homes assessment of your rental property.

Adequate heaters are crucial for well-being homes

Heating Paremata

Rental properties in Paremata require a reliable source of heating that can warm the living room to at least 18degC, even on the most coldest days of the year. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health and mental well-being.

The source of heat requirements for it to be permanent (i.e., not portable), at least 1.5 Kilowatts in heating capacity and have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool could be used to check if the existing fix heater(s) are sufficient or if you’ll need to top up with an additional heater. Unflued combustion and open fire heaters such as small portable LPG bottle heaters are not considered to be acceptable heating options for Healthy Homes Standard. Healthy Homes Standard.

If the heating you offer is electric heating (or heat pump), it needs to have the thermostat. This will help make the heating more uniform and effective. In most homes, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters will be required. However, in certain instances like small apartment buildings the smaller fixed electric heater might be enough.

If your main living space already has a fixed heating source such as a heat pump, then it might just require a top up to meet the standards. Certain kinds of heaters aren’t able to be used to achieve the quality since they’re either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Paremata

Each liveable space in a rental property must have at least one openable door or window to provide natural ventilation. In addition, high moisture areas such as kitchens and bathrooms need to have an externally vented extractor fan to get rid of moisture.

This ventilation quality is about recognising the fact that dry air is much easier to heat and that an apartment that is well-ventilated is less likely to be a victim of mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered to be liveable spaces. Spaces that connect, such as the hallway aren’t considered liveable and therefore don’t require an opening door or window.

Each window, door or Skylight requirements to have the ability of opening to the outside, and stay closed in order to allow to circulate fresh air as well as ventilation.

The bathrooms in all kitchens and any other room in your home with a bath, shower and cooktop or another moisture-producing item will require suitable extractor fans that vent out to the outside. Our Healthy Homes Assessment service will ensure that there is sufficient ventilation in each livable space that includes extractor fans that are suitable for areas that are high in moisture.

Insulation Paremata

Ceiling and underfloor insulation is required to all rental houses as of July 1st, 2019. Property managers and landlords should make sure that the insulation meets current standard. In some instances, an existing insulation on the ceiling or in the subfloor space may need to be filled with or replaced.

A well-insulated property will help to control condensation and reduce the chances of mould and damp, and it will make much easier to allow the household to hold heat.

Insulation requirements to be in compliance with the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance, and it is a measurement of how well insulation can withstand heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Paremata Moisture Ingress & Drainage

Making sure your rental property is protected from dampness isn’t just about the interior of the building but you must make sure there is somewhere for surface and ground water to go and prevent it from getting into the building. When it concerns damp and moisture it’s frequently the things you don’t notice that could be a huge problem and end up causing damage to your investment and affecting the tenant’s health.

Rental properties need to have effective drainage to remove rainwater, storm water and groundwater, with an appropriate outfall or runoff. Making sure that the water is able to go and that it can’t linger underneath the buildings is an essential part of maintaining your property’s dry.

In addition to an irrigation system to stop moisture ingress, if your rental is enclosed between your flooring and ground, a ground water barrier must be constructed if it is reasonably practicable to do so.

A ground moisture barrier is typically made of polythene and is laid on top of the ground, to block any moisture in the ground from accumulating into the home. It also assists in preventing from causing damage to the flooring insulation.
