Healthy homes matter

What are the reasons why Healthy Homes Compliance important?

A majority of households rent from New Zealand and Paremata, and research suggests that rental houses are more likely to be colder, older, are not as efficient heating, and generally have lower standard than those owned by owners.

Damp, mouldy and cold houses can have negative well-being outcomes, particularly illnesses like colds, asthma, as well as cardiovascular issues. In addition, people who report four or more key housing quality problems frequently have lower levels of satisfaction with life and a decrease in well-being.

Improving the quality of Paremata rental property will allow tenants to enjoy improved physical and mental health and minimise the disturbance to learning, work and living because of illness. Your investment is also safeguarded from mildew, mould and damp damages, which means less maintenance costs in the long run.

The Healthy Homes Standards are a listing of minimum and specific standards for heating, insulation Ventilation, Moisture Ingress and Drainage, as well Draught-stopping for Paremata rental properties.

Unreasonable Gaps & Holes

Draught Stopping Paremata

Draughts can lead to less temperature in homes. A damp home is more expensive to heat, which results in wasting energy and increased bills.

If a draught is felt through gaps that are too large or holes, it needs to be closed.

What are the most unreasonable gaps or holes?

If you can feel external air coming in or a clear draught out of a hole or gap, then it is probably a gap or hole that needs sealing in some way. Cracks or gaps with large gaps must be sealed permanently. Any gaps greater than 3mm that let air into or out within your house need to be sealed. In the case of an open fireplace is not in use, it can create draughts. This should be shut off. Landlords and property managers are responsible for ensuring that such draughts are squelched as far as possible.

There is no require to block gaps or holes in the construction. For example, tiny gaps around windows and doors may be required to allow for movement within the structure when the house is heated and cools so that they can still be closed and opened rather instead of being stuck. We will test all doors and windows during our Healthy Homes assessment of your rental property.

Heating Paremata

Paremata rental properties must have a fixed source of heat that is able to heat the principal or the biggest living room to at least 18degC even on the coldest days of the year. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heat needs to remain fixed (i.e., not portable) with at least 1.5 horsepower in capacity, and meet the minimum required heating capacity for the main living room. A Heating Assessment Tool could be used to check if your current permanent heater(s) are sufficient or whether you will need to "top up" with a new heater. Fires that are open and unflued heaters such as mobile LPG bottle heaters are not considered to be acceptable heating options in the Healthy Homes Standard.

If the heating system you offer is electric heating or heat source, it needs to include an thermostat. This makes the heating more reliable and effective. For the majority of houses, bigger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters are required. In certain situations, like apartments with small spaces, a smaller fixed electric heater might be enough.

If your main living space already has a fixed heating source, like a heat pump, then it might require an update to ensure it meets the requirements. Certain kinds of heaters cannot be used to meet the quality since they’re either expensive, inefficient and/or unsafe to run.

Ventilation Paremata

Every living space of the rental property should include at least one open door or window to offer natural ventilation. Additionally, areas with high moisture areas like kitchens and bathrooms must have a suitable externally vented extractor fan that can remove moisture.

This ventilation quality is about recognising the fact that dried air can be easier to heat and heat, and an apartment that is well-ventilated is less likely to be a victim of damp and mould.

Bedrooms, living rooms dining rooms, and kitchens are all considered living spaces. Connecting spaces like the hallway are not considered liveable and therefore don’t need an opening window or door.

Each window, door , or skylight requirements to have the ability of opening to the outside, but remain fixed in an open position in order to allow for fresh air circulation and air flow.

Bathrooms, kitchens, as well as any other space in your home that has a bath, shower cooker or any other moisture-producing item will need suitable extractor fans that can be vented out to the outside. We offer a Healthy Homes Assessment service will check that there is adequate ventilation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Paremata

The insulation of the ceiling and underfloor has been compulsory for all rent homes since July 1, 2019. Property managers and landlords have to make sure that the insulation is up to standards that are in line with the latest quality. In certain situations, the an existing insulation on the ceiling or in the subfloor space may require to be replaced or replaced.

A well-insulated house will reduce the risk of condensation and lessen the likelihood of dampness and mould, and will also make much easier to allow the house to keep the heat.

Insulation requirements to meet the R-values for your area

The "R" stands for thermal resistance, and it is a measurement of how well the insulation withstands heat flow. The more R-value is higher, the more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Paremata Moisture Ingress & Drainage

The security of your rental home from water damage isn’t only about the inside; you have to ensure there is somewhere to allow surface, rain and underground water to flow and to prevent it from getting into the building. When it concerns damp and moisture it’s usually not apparent that it can cause a lot of trouble and end up causing damage to your investment and affecting the tenant’s health.

Rental properties should have efficient drainage to eliminate storm water, surface water and ground water, including the proper outfall or runoff. Making sure that the water is able to go, and also that it doesn’t get sucked into buildings is an essential part of keeping your property dry.

Alongside a drainage system to prevent water ingress, if the rental has an enclosed gap between your floor and the ground, a ground moisture barrier must be put in place when it’s reasonably practicable to install it.

A ground moisture barrier is generally made of polythene and is laid on top of the ground to stop any moisture from the ground from accumulating into the property. It also assists in preventing moisture damage to the underfloor insulation.
