Fines for Failing to Comply

Since the 1st July of 2021, when a new or renewed contract is signed on a Paremata rental property, all Healthy Homes compliance work have to be done by the end of 90 days.

The person who is liable for this fine is the person who is named on the tenancy agreement as the person who is leasing the property out, so it could be the landlord’s name or the company that manages the property.

Paremata Healthy Homes Compliance Timeframes

Tenancies established from 1 July 2019 and 30 , June 20,21

  • Insulation of the underfloor and ceiling is mandatory throughout Paremata and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any renewed, new or varied tenancy agreement.
  • Property managers and landlords have to keep records that prove the compliance with the Healthy Homes Standard that apply or will be in force to their rental properties.

From July 1st 2021

  • Private landlords and property managers should ensure their rental properties comply according to Healthy Homes Standard within 90 days of a new, renewed , or altered Tenancy.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All households rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2024

  • All rental homes must comply with the Healthy Homes Standard regardless of when the tenancy first began.

Heating Paremata

Paremata rental properties should have a permanent heating source that can heat the principal or the biggest living space to at least 18 degrees Celsius, even on the most coldest days of the year.
