Draught Stopping Paremata

Draughts increase the likelihood of low temperatures inside households. A damp home is more expensive to heat, resulting in wasted energy and resulting in higher bills.

If a draught can be perceived as a result of gaps or holes the area requirements to be sealed.

What are unreasonable gaps or holes?

If you are able to feel external air entering or an unobstructed draught coming from a crack or a gap and you are able to feel it, it is most likely a gap or crack that requirements sealing in any way. Cracks or gaps with large gaps must be stopped permanently. Gaps greater than 3mm that allow air in or out from your house need seals. For instance, if an open fireplace isn’t being used, it can create draughts. This must be sealed from. Property managers and landlords are responsible for ensuring such draughts are eliminated in the maximum extent possible.

You don’t require to block off gaps or holes which are part of the building. For example, tiny gaps around doors and windows could be necessary to allow for the movement of the structure when the house gets warmer and cooler, in order to let them be closed and opened rather instead of being stuck. We will examine all doors and windows as part of an Healthy Homes assessment of your rental property.

Adequate heaters are crucial for healthy houses

Heating Paremata

Rental properties in Paremata require a reliable source of heat that is able to heat the living area to at minimum 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.

The source of heating requirements to be fixed (i.e. not portable), at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum heating capacity needed for the main living room. The Heating Assessment Tool can be used to determine if the existing fix heater(s) are adequate or if you’ll need to "top up" by adding a second heater. Fires that are open and unflued heaters, such as mobile LPG bottle heaters aren’t considered to be suitable heating options under those following the Healthy Homes Standard.

If the heating you offer is an electric heater or heat source, it should include the thermostat. This makes the heating more reliable and efficient. In most houses, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters will be required. However, in some cases like apartments with small spaces small apartments, a smaller electric fixed heater could be enough.

If the living area already has a central heating source, such as a heat pump, then it might require an update to make sure it meets the requirements. Certain kinds of heaters aren’t able to be used to achieve the standard because they’re inefficient, unaffordable to operate and/or unsafe to run.

Every living space of a rental property has to have at least one opening window or exterior door to offer natural ventilation. Additionally, areas with high moisture areas such as kitchens or bathrooms should be equipped with an externally vented extractor fan that can get rid of moisture.

The ventilation quality is all about acknowledging the fact that dry air will be much easier to heat, and that the property that is properly ventilated will be less prone to developing damp and mould.

Bedrooms, living rooms kitchens and dining rooms are all considered living spaces. Connecting spaces like the hallway aren’t considered living spaces and therefore are not need an opening window or door.

Every window, door or the skylight requirements at least to open up to the outside, but remain fixed in an open position, allowing ventilation and fresh air ventilation.

Insulation Paremata

Underfloor and ceiling insulation is mandatory for all rent homes since 1 July 2019. All landlords and property managers should ensure the insulation meets standards that are in line with the latest standard. In certain situations, the current ceiling insulation, or the insulation of the sub floor space might need to be replaced or replaced.

A well-insulated house can reduce condensation and reduce the chances of dampness and mould, and also makes it easier for the home to keep warmth.

Insulation needs to meet the R-values of your area.

The "R" refers to thermal resistance and is a measure of how well insulation withstands heat flow. The more R-value is higher, the more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – all part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Paremata Moisture Ingress & Drainage

Keeping your rental property safe from moisture isn’t just about the inside of the building but you must make sure there is somewhere for surface and ground water to go, and stop it from coming into the building. When it is damp and moisture, it is often not apparent that it could become a major issue, causing damages to your investment and affecting your tenant’s health.

Properties that are rented must be equipped with effective drainage to remove rainwater, storm water and groundwater, with the proper outfall or runoff. Making sure that water is able to go and that it doesn’t sit beneath structures is a crucial aspect of maintaining your property’s dry.

Alongside a drainage system to avoid moisture from entering, if your property has an enclosed space between your floor and the surface, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

An underground moisture barrier usually a sheet of polythene that is placed over the ground to prevent any moisture from the ground from rising into the structure. It also helps to prevent from causing damage to the flooring insulation.
