Fines for Failing to Comply

From the 1st of July in 2021, when a new, renewed or varied tenancy is signed on a Paparangi rental property, all Healthy Homes compliance items have to be finished within 90 days.

Paparangi Healthy Homes Compliance Timeframes

Tenancies established from 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is mandatory to all Paparangi and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or modified tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate the conformance to each Healthy Homes Standards that apply or will be applicable throughout the tenancy period of their rental properties.

From 1 July 2021

  • Private landlords and property managers must ensure their rental properties conform to the Healthy Homes Standard within 90 days of any newly renewed, extended or changed tenant.
  • All the boarding homes (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All households let by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rental houses are required to comply with Healthy Homes Standard regardless of the time of the first day of tenancy.

Heating Paparangi

Paparangi rental properties should have a permanent source of heating that can warm the principal or the biggest living area to at minimum 18degC, even during the coldest days of the year. If the heating system you offer is electric heating or heat pump, it needs to be equipped with a thermostat. This will make the heating more uniform and effective. For most properties, larger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are required. However, in certain instances such as small apartments the smaller fixed electric heater might be enough.

If your main living space is already equipped with a fixed heating source such as heat pumps, it might require an upgrade to meet the standards. Certain kinds of heaters aren’t able to be used to meet the standard as they are either expensive, inefficient or are unsafe to operate.

Ventilation Paparangi
