Fines for Failing to Comply

As of 1st July 2021, when a brand new or renewed tenancy is signed on a Paparangi rental property, all Healthy Homes compliance work must be finished within 90 days.

From the 1st of July in 2021, if a new, renewed or varied Tenancy is signed for the Paparangi rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Paparangi Healthy Homes Compliance Timeframes

Tenancies commenced beginning on 1 July 2019 to the 30th June in 2021

  • The insulation of the ceiling and underfloor is a requirement to all Paparangi and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Landlords and property managers must keep records that demonstrate the compliance with each Healthy Homes Standard that apply or will be applied during the tenure of your rental home.

  • All households let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rental houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy began.

For example, if the open fireplace isn’t used it can cause draughts and should be blocked off. Property managers and landlords are accountable for making sure such draughts are eliminated whenever possible.

There is no need to block holes or gaps that are part of the building. For instance, small gaps around windows and doors could be required to allow for the movement of the building when the home is heated and cools so that they are able to be closed and opened instead of than securing. Adequate heaters are crucial for well-being homes

Heating Paparangi

Rental properties in Paparangi should have a permanent source of heat which can warm the principal or the biggest living area to at minimum 18degC even on the most coldest days of the year. For most homes, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are needed. However, in certain instances such as small apartments the smaller fixed electric heater could be enough.

If your main living space already has a permanent heating source, such as the heat pump, it might need a top up to be able to meet the standards. Certain kinds of heaters cannot be utilised to meet the quality because they’re expensive, inefficient and/or unsafe to run.
