Healthy homes matter

What is the reason Healthy Homes Compliance So Important?

Around 1 in 3 households rent the property in New Zealand and Papakowhai, and research suggests that rental homes tend to be older, colder, have less effective heating, and generally tend to be lower quality than houses that are owned by the owner.

Your investment will also be better secured from mildew, mould and damp damage, meaning less costs of maintenance over the long term.

Unreasonable Gaps & Holes

Draught Stopping Papakowhai

Draughts can lead to low temperatures inside houses. A draughty house is more expensive to heat, meaning wasting energy and increased bills.

If a draft can be noticed from gaps that are not adequate or holes, it requirements to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air coming in or the air is clear from a hole or gap that is, it is likely to be a gap or crack that requirements sealing in the way you can. Cracks or gaps with large gaps must be stopped permanently. Cracks that are greater than 3mm and let air in or out of the house require the sealing. For example, if an open fireplace isn’t used it can cause draughts and should be blocked from. Property managers and landlords are accountable for making sure that such draughts are squelched whenever imaginable.

There is no need to block holes or gaps which are part of the building. For instance, small gaps around doors and windows could be necessary to allow movement of the structure as the household is heated and cools to allow them to be closed and opened instead of than securing. We will examine all windows and doors during your Healthy Homes assessment of your rental property.

Proper heating is crucial for healthy houses

Heating Papakowhai

Papakowhai rental properties must have a fixed heating source that can warm the main or largest living space to a minimum of 18 degrees Celsius, even on the coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heating needs to remain fixed (i.e. not portable), at least 1.5 kW of heating capacity, and it must have the minimum heating capacity needed in the living area. The Heating Assessment Tool can be used to check if the current fixed heater(s) are adequate or if you’ll need to "top up" with an additional heater. Fires that are open and unflued heaters like small portable LPG bottle heaters are not considered acceptable heating options in The Healthy Homes Standard.

If the heating that you provide is electric heating or heat pump then it must include a thermostat. This will make your heating more consistent and efficient. In most homes, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in some cases such as small apartments small apartments, a smaller electric fixed heater might be enough.

If the living area already has a permanent heating source such as a heat pump, then it may require an upgrade in order to comply with the standards. Some types of heaters can’t be used to meet the standard because they’re expensive, inefficient or unsafe to operate.

Ventilation Papakowhai

Each living space within the rental property should have at least one openable window or exterior door to offer natural airflow. Furthermore, moist areas like kitchens and bathrooms must have a suitable externally vented extractor fan that can take moisture away.

This ventilation quality is all about recognising the fact that dry air is less difficult to heat, and that a property that is well ventilated is less likely to develop damp and mould.

Bedrooms, living rooms, kitchens and dining rooms are considered to be liveable spaces. Connecting spaces like the hallways are not liveable and do not require an opening window or door.

Each window, door or the skylight needs to have the ability to open up to the outside while remaining closed to allow to circulate fresh air as well as air flow.

All bathrooms and kitchens and any other area in your house that houses shower, bath, cooktop or other high humidity-generating items will require suitable extractor fans that are vented out to the outside. We offer a Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space and will also check for the proper extractor fans for areas that are high in moisture.

Insulation Papakowhai

Underfloor and ceiling insulation has been compulsory on all rental houses from 1 July 2019. Property managers and landlords have to make sure that the insulation is in line with this new standard. In certain situations, the old ceiling insulation as well as insulation within the subfloor space may require to be topped up or replaced.

A properly insulated home can reduce condensation and lower the chance of mould and dampness and also makes more easy to the house to retain warmth.

Insulation requirements to be in compliance with the R-values required for your area

The "R" is a symbol for thermal resistance, and is a measure of how well the insulation can withstand heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the rest of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Papakowhai Moisture Ingress & Drainage

Making sure your rental property is protected from water damage isn’t only about the inside; you have to make sure there is somewhere for surface, rain or ground water and also stop it from getting inside. When it is about damp and water, it’s typically not apparent that it can cause a lot of trouble and end up causing the property to suffer and harming your tenant’s health.

Rental properties should have effective drainage to remove rainwater, storm water, and ground water, which includes the proper outfall or runoff. Making sure that water is able to go, and also that it isn’t allowed to remain beneath buildings is an essential part of making sure your property is dry.

In addition to a drainage system to avoid moisture ingress, if your rental has an enclosed gap between the floor and the soil, a ground-water barrier should be put in place if it is reasonably practicable to do so.

A ground moisture barrier is usually a polythene sheet laid over the ground to stop any moisture present in the ground from getting into the home. It also helps in preventing water damage to the floor insulation.
