Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied tenancy is signed on a Papakowhai rental property, all Healthy Homes compliance tasks must be taken care of inside of 90 days.

When should I need to meet the Healthy Homes Standards?

Papakowhai Healthy Homes Compliance Timeframes

Tenancies that were signed from 1 July 2019 to the 30th June in 2021

  • Ceiling and underfloor insulation is mandatory for all Papakowhai and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any renewal, new or modified tenancy agreement.
  • Property managers and landlords are required to keep records that demonstrate the conformance to any Healthy Homes Standard that apply or will be in force during the tenancy of their rental properties.

From July 1st 2021

  • Property managers and private landlords should ensure their rental properties comply in accordance with Healthy Homes Standard within 90 days of any newly renewed, extended or changed tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider boarder household tenancies) are required to comply with Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2023

  • All households rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rental houses have to meet the Healthy Homes Standards regardless of when the tenancy first began.
Unreasonable Gaps & Holes

Draught Stopping Papakowhai

Draughts increase the likelihood of low temperatures inside homes. A cold house is more expensive to heat, resulting in wasted energy and increased bills.

If a draught could be noticed from gaps that are not adequate or holes the area needs to be sealed.

What are the most unreasonable gaps or holes?

If you can feel external air coming in or a clear draught from a gap or hole and you can feel it, it’s most likely a gap or an opening that needs sealing in any way. Large cracks and gaps should be stopped permanently. Cracks that are greater than 3mm and let air in or out into the home need seals. In the case of an open fireplace isn’t in use it may cause draughts and should be blocked off. Property managers and landlords are accountable for ensuring that these draughts are stopped as far as possible.

You don’t require to block up intentional holes or gaps in the construction. For example, tiny gaps around windows and doors could be required to allow movement of the structure when the house heats and cools, so that they are able to be opened and closed rather than securing. Heating Papakowhai

Rental properties in Papakowhai should have a permanent heating source that is able to heat the main or largest living area to at minimum 18degC, even on the coldest days of the year. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

In some instances, like small apartments an electric, fixed heater may be sufficient.

If the main living room already has a central heating source, such as the heat pump, it may need an update to be able to meet the standards. Certain kinds of heaters cannot be used to achieve the standard because they’re expensive, inefficient or unsafe to operate.

Ventilation Papakowhai

Insulation for underfloor and ceilings is a requirement to all rental homes from 1 July 2019. All landlords and property managers should make sure that the insulation is in line with this new standard. In certain situations, the an existing insulation on the ceiling or in the sub floor space may need to be added or replaced.

A properly insulated home will reduce the risk of condensation, and decrease the risk of dampness and mould, and will also make it easier to allow the house to hold warmth.
