Healthy homes matter

Why is Healthy Homes Compliance so important?

About 1 in 3 households rent in New Zealand and Papakowhai, and research shows us that these rental houses are likely to be colder, older and are not as effective heating and are of lower quality than houses that are owned by the owner.

The damp, cold and mouldy houses can have negative health outcomes, particularly illnesses like colds, flu, asthma and cardiovascular conditions. Additionally, those who experience four or more major house quality problems often experience poor life satisfaction and lower well-being.

Improve the standard of Papakowhai rental property will help tenants experience improved physical and mental health as well as lessen disruption to work, learning and daily life due to illness. Your investment is also protected from mildew, mould and damp damages, which means less maintenance costs in the long run.

The Healthy Homes Standard is a listing of minimum and specific standards for heating, insulation Ventilation, Moisture ingress and Drainage, as well as Draught-stopping within Papakowhai rental properties.

Unreasonable Gaps & Holes

Draught Stopping Papakowhai

Draughts can lead to low temperatures inside homes. A draughty home costs more to heat, which means wasting money and energy.

If a draught can be felt through gaps that are too large or holes, it needs to be sealed.

What are unjustifiable gaps or holes?

If you are able to feel external air entering or the air is clear from a gap or hole or crack, then it’s likely a crack or hole which needs sealing in the way you can. Cracks or gaps with large gaps must be fixed permanently. Gaps greater than 3mm that let air into or out into your home need sealing. For example, if the open fireplace isn’t being used, it can create draughts. This must be sealed from. Property managers and landlords are responsible for ensuring that such draughts are squelched whenever imaginable.

You don’t need to block up intentional holes or gaps which are part of the construction. For example, tiny gaps around doors and windows could be necessary to allow for movement within the structure when the household heats and cools, so that they can still be opened and closed rather instead of being stuck. We will inspect all doors and windows during the Healthy Homes assessment of your rental property.

Heating Papakowhai

Papakowhai rental properties must have a fixed heating source that can warm the main or largest living space to a minimum of 18degC, even on the winter coldest days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs that it be permanently fixed (i.e. not portable) and at minimum 1.5 kW of heating capacity and have the minimum capacity for heating required for the main living space. A Heating Assessment Tool may be used to determine whether the current fixed heater(s) are adequate or whether you will require to "top-up" with a new heater. Fires that are open and unflued heaters such as portable LPG bottle heaters are not considered to be acceptable heating options for those following the Healthy Homes Standard.

If the heating you offer is an electric heater or heat pump it needs to have an thermostat. This will help make the heating more consistent and efficient. For the majority of houses, bigger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in certain instances like small apartments, a smaller fixed electric heater might be enough.

If your living space is already equipped with a fixed heating source, like a heat pump, then it might just require an upgrade to meet the standards. Certain kinds of heaters aren’t able to be used to achieve the standard as they are either inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Papakowhai

Each living space within the rental property should have at least one opening window or exterior door to provide natural ventilation. Furthermore, moist areas such as kitchens and bathrooms should be equipped with an externally vented extractor fan that can remove moisture.

This ventilation standard is all about acknowledging that dried air can be much easier to heat and heat, and an apartment that is well-ventilated is less likely to grow mould and damp.

Bedrooms, living rooms kitchens, and dining areas are all considered living spaces. Connecting spaces like the hallways are not liveable and do not require an opening door or window.

Each door, window or skylight requirements for them to be in a position of opening to the outside, but remain set in an opening position, allowing the circulation of fresh air and ventilation.

All bathrooms and kitchens and any other area in your home with shower, bath or cooktop, or any other moisture generating item will need proper extractor fan systems that are vented out to the outside. This Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space that includes extractor fans that are suitable in areas of high moisture.

Insulation Papakowhai

Insulation for underfloor and ceilings is required in all rental houses since July 1, 2019. All landlords and property managers have to ensure the insulation meets standards that are in line with the latest quality. In some cases, old ceiling insulation as well as insulation within the sub floor space may need to be added or replaced.

A house that is well-insulated will help to control condensation and lower the chance of mould and dampness and will also make more easy for the home to retain heat.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" refers to thermal resistance, and it is a measurement of how well insulation is able to resist heat flow. The greater the R-value, the better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Papakowhai Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the inside of the building but you must ensure there is somewhere to allow surface, rain or ground water and also stop it from getting inside. When it is about damp and water, it’s typically not apparent that it could become a major issue, causing damage to your investment and affecting your tenant’s well-being.

Rental properties must be equipped with efficient drainage for the removal of rainwater, storm water and groundwater, with an appropriate runoff or outfall. Making sure the water is able to go, and it isn’t allowed to remain beneath structures is a crucial aspect of making sure your property is dry.

In addition to a drainage system to prevent moisture from entering, if your rental is enclosed between floorboards and ground, a ground water barrier must be constructed if it is reasonably practicable to do so.

Ground moisture barriers are generally an insulating sheet of polythene laid over the ground to stop any moisture from the ground from rising into the building. It also helps prevent moisture damage to the underfloor insulation.
