Fines for Failing to Comply

Beginning on July 1st, 2021, when a brand new, renewed or varied tenancy is signed on a Normandale rental property, all Healthy Homes compliance work need to be finished by the end of 90 days.

The harshest penalties are handed down for the most serious violations, and landlords who own six or more properties can be fined up to $50,000, and even as high as $100,000 in hearing claims.

Normandale Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 to 30 June 2021

  • The insulation of the ceiling and underfloor is a requirement throughout Normandale and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent as well as an Insulation Statement, and an Insurance Statement should be included in any new, renewed or altered tenancy contract.
  • Landlords and property managers must keep records that prove the conformance to all Healthy Homes Standard that apply or will be in force during the tenure of an apartment rental.

Heating Normandale

Normandale rental properties must have a fixed source of heat that is able to heat the largest or main living area to at minimum 18degC, even during the coldest winter days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

For most houses, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In some instances, like small apartment buildings an electric, fixed heater might be enough.

If your living space already has a fixed heating source like a heat pump, then it could need an upgrade to be able to meet the standards. Certain kinds of heaters cannot be used to achieve the standard since they’re either inefficient, unaffordable to operate and/or unhealthy to run.
