From the 1st of July in 2021, once a new, renewed or varied tenancy is signed for a Normandale rental property, all Healthy Homes compliance items must be taken care of by the end of 90 days.

Beginning on July 1st, 2021, once a new, renewed or varied lease is entered into on the Normandale rental property, all Healthy Homes compliance work must be finished within 90 days.

Failure to comply with one of the Healthy Homes Standards within the deadlines can result in the possibility of a fine up to $7200. Additionally, if a currently-in place Healthy Homes Statement of Compliance isn’t incorporated in the new, renewed or revised tenancy agreement it could result in an additional fine or infringement fee.

Anyone can request details about the Healthy Homes Standard and how they relate to the property they are living in. If the landlord or property manager is unable to provide the required information within 21 days from being informed of the request, they could receive an infringement notice and be fined up to $750.

Additionally, there is also a penalty of as much as $900 for landlords and property managers who have provided a false or false Healthy Homes Compliance Statement or any other information. It’s also crucial to note that landlords who own multiple rental properties could face additional fines for non-compliance. The most severe penalties are reserved for serious violations. Those who have at least six rental properties could be fined as high as $50,000, and even as high as $100,000 in the case of hearing claims.

Healthy homes are important

What are the reasons why Healthy Homes Compliance so Important?

A majority of households rent from New Zealand and Normandale, and research has shown that these rental houses tend to be colder, older, are not as efficient heating, and generally tend to be lower quality than homes that are owned by the owner.

The damp, cold and mouldy homes are linked to negative well-being outcomes, particularly for illnesses like colds, influenza, asthma, and cardiovascular diseases. Furthermore, people who reported four or more key issues with their housing often have low life satisfaction and reduced psychological well-being.

Improving the quality of Normandale rental property will help tenants experience improved mental and physical health as well as lessen disturbance to learning, work and daily life because of illnesses. Your investment will be safeguarded from mildew, mould and damp damages, which means lower costs for maintenance in the long run.

The Healthy Homes Standards are a listing of minimum and specific standards for Heating, Insulation Ventilation and Ventilation and Drainage, and Draught Control within Normandale rental properties.

Unreasonable Gaps & Holes

Draught Stopping Normandale

Draughts can lead to less temperature in households. A cold home costs more to heat, meaning wasting energy and increased bills.

If a draft can be noticed from gaps that are not adequate or holes, it requirements to be sealed.

What are unreasonable gaps or holes?

If you are able to feel external air entering or an unobstructed draught coming from a crack or a gap that is, it is most likely a gap or crack that needs sealing in somehow. Cracks or gaps with large gaps must be permanently stopped. Gaps greater than 3mm that let air into or out of the home need to be sealed. In the case of an open fireplace isn’t in use it can create draughts. This should be sealed from. Landlords and property managers are accountable for making sure that draughts from the fireplace are removed as far as imaginable.

You don’t require to block gaps or holes that are part of the construction. For instance, small gaps around doors and windows could be required to allow for movement of the structure when the home heats and cools, so that they can still be opened and closed rather than being stuck. We will examine every window and door during an Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure well-being houses

Heating Normandale

Normandale rental properties require a reliable heating source that can heat the largest or main living room to at least 18degC, even during the coldest days of the year. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health as well as their mental health.

The source of heat requirements for it to be permanent (i.e., not portable) with at least 1.5 Kilowatts in heating capacity, and it must have the minimum capacity for heating required for the main living space. A Heating Assessment Tool can be used to determine if your current permanent heater(s) are sufficient or if you’ll require to ‘top up’ with a new heater. Fires that are open and unflued heaters such as small portable LPG bottle heaters are not considered to be suitable heating options for those following the Healthy Homes Standard.

If the heating you provide is electric heating or heat pump, it must be equipped with the thermostat. This will help make the heating more uniform and effective. For most properties, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in certain instances like apartments with small spaces the smaller fixed electric heater could be enough.

If your main living space is already equipped with a fixed heating source such as an air conditioner, it could require an update in order to comply with the standards. Some types of heaters can’t be used to meet the standard since they’re either inefficient, unaffordable to operate or are unsafe to operate.

Ventilation Normandale

Every living space of a rental property has to contain at minimum one open door or window to provide natural ventilation. Additionally, areas with high moisture areas like kitchens and bathrooms need to have an externally vented extractor fan to remove moisture.

The ventilation standard is all about recognising the fact that dried air can be much easier to heat and a well ventilated rental property is less likely to develop mould and damp.

Living rooms, bedrooms, kitchens, and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway aren’t considered living spaces and therefore do not need an opening window or door.

Every window, door or Skylight needs to have the ability of opening to the outside and remain fixed in an open position to allow for fresh air circulation and ventilation.

The bathrooms in all kitchens and every other room of your property with shower, bath cooker or any other moisture-producing item will need adequate extractor fans that can be vented towards the outside. We offer a Healthy Homes Assessment service will ensure that there is sufficient ventilation in every living space and will also check for the proper extractor fans in high moisture areas.

Insulation Normandale

The insulation of the ceiling and underfloor has been compulsory on all rental houses as of July 1st, 2019. All landlords and property managers are required to ensure the insulation meets this new quality. In certain situations, the old ceiling insulation as well as insulation within the sub floor space may require to be topped up or replaced.

A well-insulated house will help to control condensation and reduce the chances of mould and dampness, and also makes more easy for the home to keep heat.

Insulation needs to be in compliance with the R-values for your area

The "R" is a symbol for thermal resistance, and is a measure of how well the insulation is able to resist heat flow. The more high the R-value, more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – all of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Normandale Moisture Ingress & Drainage

Making sure your rental property is protected from water damage isn’t only about the inside it is also about the outside. You must make sure there is somewhere for surface, rain as well as groundwater to move and stop it from coming inside. When it comes to moisture and damp it is usually what you don’t see that can cause a lot of trouble and end up causing damage to your investment as well as affecting the tenant’s health.

Rental properties need to be equipped with efficient drainage to get rid of the stormwater and surface waters, and groundwater, with an appropriate outfall or runoff. Making sure the water has a place to go, and also that it isn’t allowed to remain beneath buildings is an essential part of keeping your property dry.

Alongside a drainage system to avoid moisture ingress, if your rental is enclosed between floorboards and ground, a ground moisture barrier must be constructed if it is reasonably practicable to do so.

Ground moisture barriers are generally an insulating sheet of polythene laid over the ground, to block any moisture that is present in the ground from getting into the home. It also helps in preventing water damage to the floor insulation.
