Fines for Failing to Comply

Beginning on July 1st, 2021, when a new, renewed or varied tenancy is signed on a Ngauranga rental property, all Healthy Homes compliance items need to be taken care of inside of 90 days.

Ngauranga Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 and 30 June 2021

  • Underfloor and ceiling insulation is mandatory for all Ngauranga and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement should be included with any renewed, new or varied tenancy agreement.
  • Property managers and landlords must keep records to demonstrate the conformance to any Healthy Homes Standards that apply or will be in force during the tenancy of their rental properties.

From July 1st 2021

  • Private landlords and property managers are required to ensure their rental properties conform with the Healthy Homes Standards within 90 days of a new, renewed or varied Tenancy.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All households which are rented by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024

  • All rentals houses have to meet the Healthy Homes Standards regardless of the date when the tenancy started.
