Fines for Failing to Comply

As of 1st July 2021, when a brand new or renewed tenancy is signed on a Moera rental property, all Healthy Homes compliance items must be done within 90 days.

As of 1st July 2021, once a new, renewed or varied tenancy is signed on a Moera rental property, all Healthy Homes compliance work must be finished by the end of 90 days.

It’s crucial to be aware that a landlord with several rental properties can face greater penalties for non-compliance. The harshest penalties are given for serious breaches, and landlords with six or more properties can receive fines of up to $50,000 and as high as $100,000 in hearing claims.

Moera Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 to 30 June 2021

  • Underfloor and ceiling insulation is a requirement throughout Moera and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement should be included in any new, renewed or varied tenancy agreement.
  • Property managers and landlords are required to keep records that prove conformance with any Healthy Homes Standard that apply or will be applied during the tenure of their rental properties.

Beginning 1 July 2021

There is no need to block gaps or holes that are part of the building. For instance, small gaps around windows and doors may be required to allow for the movement of the building when the household heats and cools, so that they can still be closed and opened instead of instead of being stuck. Adequate heaters are important for well-being houses

Heating Moera

Rental properties in Moera must have a fixed source of heat that can heat the main or largest living room to at least 18degC even on the winter coldest days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat needs that it be permanently fixed (i.e., not portable), at least 1.5 kW in heating capacity, and it must have the minimum capacity for heating required for the main living room. If the heating you offer is electric heating or heat pump, it should include a thermostat. This will make the heating more reliable and efficient. For most properties, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters will be required. In some instances, like small apartment buildings the smaller fixed electric heater may suffice.

If the living area already has a central heating source, such as a heat pump, then it might just need a top up to make sure it meets the requirements. Certain types of heaters cannot be used to meet the standard because they’re expensive, inefficient and/or unsafe to run.

Ventilation Moera
