As of 1st July 2021, when a brand new or renewed lease is entered into on a Moera rental property, all Healthy Homes compliance work must be finished within 90 days.

Failure to adhere to any of the Healthy Homes Standards inside of the anticipated timeframe could result in a fine of up to $7200. All information in the Statement of Compliance needs to be accurate when the tenancy contract is executed, and it should be maintained during the entire tenancy, as related work is completed.

It is crucial to be aware that landlords with multiple rental properties may receive even higher fines for non-compliance. The harshest penalties are handed down for serious violations. Those who have at least six rental properties could receive fines of up to $50,000 and as high as $100,000 in hearing claims.

Healthy homes matter

Why is Healthy Homes Compliance So Important?

About 1 in 3 households homes in New Zealand and Moera, and research indicates that rental houses are likely to be colder, older and have less effective heating, and generally have lower standard than those owned by owners.

The damp, cold and mouldy houses can have negative well-being outcomes, particularly for illnesses like colds, flu, asthma and cardiovascular conditions. In addition, people who report four or more key home quality issues often suffer from poor life satisfaction and lower psychological well-being.

Unreasonable Gaps & Holes

Draught Stopping Moera

Draughts are a major cause of low temperatures inside households. A damp home will cost more to heat, which means wasting money and energy.

If a draught is felt from unreasonable gaps or holes or holes, it needs to be sealed.

What are the most unreasonable gaps or holes?

If you are able to feel external air coming in or an unobstructed draught coming from a hole or gap, then it is most likely a gap or crack that needs sealing in the way you can. Large cracks and gaps should be stopped permanently. Gaps greater than 3mm that allow air in or out within the home need sealing. For instance, if an open fireplace isn’t in use it can cause draughts and should be shut from. Landlords and property managers are accountable for making sure that draughts from the fireplace are removed in the maximum extent imaginable.

There is no need to cover up holes or gaps in the construction. For example, tiny gaps around windows and doors might be necessary to allow for movement of the building as the house heats and cools, so that they can still be closed and opened rather than being stuck. We will inspect the windows and doors as part of your Healthy Homes assessment of your rental property.

Adequate heaters are crucial for healthy homes

Heating Moera

Rental properties in Moera need to have a stable source of heating that is able to heat the largest or main living space to at least 18degC, even during the coldest winter days. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical health and mental well-being.

The source of heating needs for it to be permanent (i.e., not portable) that is, at least 1.5 Kilowatts in heating capacity, and meet the minimum required heating capacity to heat the living space in general. A Heating Assessment Tool could be used to determine whether the existing fixed heater(s) are sufficient or if you’ll require to ‘top up’ with a new heater. Fires that are open and unflued heaters like small portable LPG bottle heaters aren’t considered to be acceptable heating options under those following the Healthy Homes Standard.

If the heating you offer is an electric heater or heat source, it should include a thermostat. This will help make the heating more reliable and efficient. In most houses, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in some cases like apartments with small spaces the smaller fixed electric heater may suffice.

If your main living space already has a fixed heating source such as an air conditioner, it may need an upgrade to be able to meet the standards. Certain kinds of heaters aren’t able to be used to meet the standard since they’re either inefficient, unaffordable to operate or unsafe to operate.

Bedrooms, living rooms, kitchens and dining rooms are considered liveable areas. Connecting spaces like the hallway aren’t liveable , and thus are not require an opening door or window.

Each door, window or Skylight requirements to be able of opening to the outside and remain closed, allowing to circulate fresh air as well as ventilation.

The bathrooms in all kitchens and any other room in your house that houses a bath, shower and cooktop or another humidity-generating items will require suitable extractor fans that can be vented towards the outside. The Healthy Homes Assessment service will check that there is adequate ventilation in every living space that includes extractor fans that are suitable in areas with high moisture.

Insulation Moera

Ceiling and underfloor insulation has been compulsory in all rental houses as of July 1st, 2019. Property managers and landlords must ensure that the insulation meets current standard. In some cases, current ceiling insulation, or the insulation of the sub floor space might need to be replaced or replaced.

A well-insulated house can help control condensation and lessen the likelihood of mould and dampness, and will also make much easier to allow the home to hold heat.

Moera Moisture Ingress & Drainage

Protecting your rental property from moisture isn’t just about the inside of the building; you have to make sure there is somewhere to allow surface, rain and ground water to go, and stop it from coming into the building. When it concerns damp and moisture it is typically not apparent that it can become a big problem and end up causing damage to your investment as well as affecting the tenant’s well-being.

Rental properties should have efficient drainage to remove the stormwater and surface waters, and ground water, which includes an appropriate runoff or outfall. Making sure that water has a location to go, and also that it isn’t allowed to remain beneath buildings is a vital aspect of making sure your property is dry.

In addition to a drainage system to avoid moisture from entering, if your rental is enclosed between floorboards and the ground, a ground water barrier must be put in place when it is reasonably practicable to do so.

Ground moisture barriers are usually a sheet of polythene that is placed over the ground to stop any moisture in the ground from rising into the building. It also helps prevent from causing damage to the flooring insulation.
