Fines for Failing to Comply

As of 1st July 2021, once a new, renewed or varied contract is signed on a Moera rental property, all Healthy Homes compliance work need to be done inside of 90 days.

Beginning on July 1st, 2021, when a brand new, renewed or varied tenancy is signed on the Moera rental property, all Healthy Homes compliance work must be completed by the end of 90 days.

Failure to adhere to any of the Healthy Homes Standards inside of the deadlines can result in an amount of $7200. Additionally, if the most present Healthy Homes Statement of Compliance isn’t included within the renewal, new or revised tenancy contract, there may be an additional fine or violation fee.

Every tenant is entitled to request information regarding the Healthy Homes Standard and how they relate to the home they are living in. If the landlord or property manager fails to provide the information requested within 21 days of receiving the request, they may receive an infringement letter and could be fined up to $750.

Furthermore, there’s also a fine of approximately $900 for property owners or property managers that provide false or false Healthy Homes Compliance Statement or other information. The person who is liable to pay this fine is the one who is identified on the tenancy contract as the person renting the property, so it could be the name of the landlord or the property management company.

All information in the Statement of Compliance requirements to be up-to-date when the tenancy contract is executed, and it should be maintained throughout the tenancy as any related work is completed.

It is also crucial to note that a landlord who manage multiple rental properties could face additional fines for non-compliance. The most severe penalties are given for severe violations, and landlords who own at least six rental properties could be fined up to $50,000, or as high as $100,000 in the case of hearing claims.

It is clear that failure to comply with the Healthy Homes requirements can hit your bank account hard, and result in massive fines as well as still being required to comply with the regulations. Do not risk your rental property, contact us today and ask us to conduct a house inspection performed on your rental property.

Unreasonable Gaps & Holes

Draught Stopping Moera

Draughts are a major cause of dropping temperatures within homes. A cold home costs more to heat, which results in wasting energy and increased bills.

If a draught can be perceived as a result of gaps or holes or holes, it requirements to be closed.

What are unreasonable gaps or holes?

If you can feel external air entering or an unobstructed draught coming from a gap or hole or crack, then it’s probably a gap or an opening that needs sealing in the way you can. Cracks and gaps that are large should be stopped permanently. Any gaps greater than 3mm that let air into or out into the home need seals. In the case of an open fireplace is not in use, it can create draughts. This should be sealed off. Landlords and property managers are responsible for ensuring that draughts from the fireplace are removed as much as imaginable.

There is no require to block off gaps or holes that are part of the construction. For instance, small gaps around doors and windows could be required to allow for movement of the building as the house is heated and cools so that they are able to be opened and closed rather instead of being stuck. We will test the windows and doors in your Healthy Homes assessment of your rental property.

A good heating system is crucial to ensure well-being houses

Heating Moera

Rental properties in Moera should have a permanent source of heating that can heat the principal or the biggest living space to at least 18degC, even during the coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heating requirements to remain fixed (i.e., not portable) that is, at minimum 1.5 kW in heating capacity, and meet the minimum heating capacity needed for the main living space. A Heating Assessment Tool may be used to determine whether the existing fix heater(s) are sufficient or if you’ll need to "top up" by adding a second heater. Open fires as well as unflued combustion heaters such as the portable LPG bottle heaters are not considered acceptable heating options for the Healthy Homes Standard.

If the heating you offer is electric heating (or heat pump), it must include the thermostat. This makes the heating more uniform and efficient. For most homes, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are necessary. In certain situations, like small apartments the smaller fixed electric heater may be sufficient.

If your main living space already has a fixed heating source, such as the heat pump, it may need a top up in order to comply with the standards. Certain kinds of heaters cannot be used to comply with the standard as they are either costly, not cost-effective to run, or unsafe to operate.

Each liveable space in a rental property must have at least one openable door or window to offer natural airflow. Furthermore, moist areas such as kitchens and bathrooms should have an venting fan outside to remove moisture.

The ventilation quality is all about recognising it is that dried air can be more easy to heat and a property that is well ventilated is less likely to be a victim of mould and damp.

Each window, door , or skylight requirements to have the ability of opening to the outside and remain set in an opening position to allow for fresh air circulation and ventilation.

All bathrooms and kitchens as well as any other space in your home that has a bath, shower, cooktop or other high moisture generating item will need suitable extractor fans that can be vented to the outdoors. We offer a Healthy Homes Assessment service will ensure that there is sufficient ventilation in every living space that includes extractor fans that are suitable in areas with high moisture.

Insulation Moera

The insulation of the ceiling and underfloor has been compulsory to all rental houses as of July 1st, 2019. All landlords and property managers are required to ensure that the insulation is in line with the new standard. In some instances, old ceiling insulation as well as insulation within the subfloor space might need to be added or replaced.

A properly insulated home can reduce condensation and lessen the likelihood of mould and damp, and also makes an easier task to allow the house to hold warmth.

Insulation requirements to meet the R-values for your area

The "R" stands for thermal resistance and is a gauge of how well the insulation is able to resist heat flow. The more high the R-value, higher the quality of insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3

Moera Moisture Ingress & Drainage

Keeping your rental property safe from dampness isn’t just about the inside of the building it’s also about the outside. You must ensure there is somewhere for rain, surface or ground water, and also stop it from getting into the building. When it is about damp and water, it is typically the concerns you don’t notice that could become a major issue that can cause damage to your investment as well as harming your tenant’s well-being.

Rental properties require to have efficient drainage for the removal of storm water, surface water, and ground water, which includes an appropriate outfall or runoff. Making sure the water has a proper place to go and that it isn’t allowed to remain beneath buildings is an essential part of keeping your property dry.

In addition to a drainage system to avoid moisture ingress, if your rental has an enclosed gap between the floor and the ground, a ground water barrier must be installed if it’s reasonably practicable to do so.

An underground moisture barrier generally a polythene sheet laid over the ground to prevent any moisture in the ground from getting into the structure. It also helps in preventing from causing damage to the flooring insulation.
