Healthy homes matter

Why is Healthy Homes Compliance so important?

One in three households rent the property in New Zealand and Maupuia, and research shows us that these rental homes tend to be older, colder, are not as effective heating and tend to be lower quality than owner occupied properties.

Damp, mouldy and cold houses can have negative well-being outcomes, especially for illnesses like colds, asthma, as well as heart diseases. In addition, people who experience at least four major home quality issues often suffer from low life satisfaction and reduced psychological well-being.

Improving the standard of Maupuia rental property can allow tenants to experience better physical and mental health as well as lessen disruptions to their work, education and living due to diseases. Your investment is also better secured from mildew, mould and damp damages, which means less maintenance costs in the long-term.

The Healthy Homes Standards are a list of the specific and minimum standards for Heating, Insulation, Ventilation, Moisture Ingress and Drainage, and Draught stopping on Maupuia rental properties.

Unreasonable Gaps & Holes

Draught Stopping Maupuia

Draughts are a major cause of low temperatures inside houses. A cold home will cost more to heat, resulting in wasted money and energy.

If a draft can be noticed from gaps that are not adequate or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you can feel external air entering or an unobstructed draught coming from a crack or a gap or crack, then it’s probably a gap or crack that needs sealing in any way. Cracks or gaps with large gaps must be sealed permanently. Gaps greater than 3mm that allow air in or out within the home need sealing. For example, if the open fireplace isn’t in use it could cause draughts, and must be sealed off. Landlords and property managers are accountable for making sure that draughts from the fireplace are removed as far as imaginable.

You don’t need to block gaps or holes which are part of the building. For example, tiny gaps around windows and doors may be required to allow for movement of the building as the house gets warmer and cooler, so that they are able to be closed and opened instead of than being stuck. We will examine the windows and doors in the Healthy Homes assessment of your rental property.

Heating Maupuia

Maupuia rental properties need to have a stable heating source that can heat the living space to at least 18degC, even on the coldest winter days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heating requirements to be fixed (i.e. not portable) and at least 1.5 horsepower in capacity, and must meet the minimum capacity for heating required for the main living space. The Heating Assessment Tool can be used to check if the existing permanent heater(s) are sufficient or if you’ll need to ‘top up’ by adding a second heater. Open fires and unflued combustion heaters, such as small portable LPG bottle heaters aren’t considered to be suitable heating options for those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it needs to include a thermostat. This will help make the heating more consistent and efficient. For most homes, larger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are required. In certain situations, like small apartment buildings the smaller fixed electric heater may suffice.

If the living area is already equipped with a fixed heating source like an air conditioner, it could require an update to be able to meet the standards. Certain kinds of heaters cannot be used to achieve the quality because they’re not effective, cost prohibitive to operate or unsafe to operate.

Ventilation Maupuia

Every living space of the rental property should contain at minimum one open window or exterior door to offer natural airflow. In addition, humid areas like kitchens and bathrooms need to have an externally vented extractor fan that can take moisture away.

A ventilation standard is about recognising that the dry atmosphere is much easier to heat and that a property that is well ventilated is less likely to grow mould and damp.

Bedrooms, living spaces, kitchens, and dining areas are all considered living spaces. Spaces that connect, such as the hallways are not liveable and therefore do not need an opening door or window.

Each door, window or skylight needs to have the ability of opening to the outside, but remain fixed in an open position in order to allow the circulation of fresh air and ventilation.

All bathrooms and kitchens as well as any other space in your home that has a bath, shower and cooktop or another moisture-producing item will need proper extractor fan systems which are vented to the outside. We offer a Healthy Homes Assessment service will verify that there is enough air circulation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Maupuia

The insulation of the ceiling and underfloor is a requirement to all rental homes from 1 July 2019. All landlords and property managers have to make sure that the insulation is up to current standard. In some cases, an existing insulation on the ceiling or in the sub floor space might require to be added or replaced.

A well-insulated property will reduce the risk of condensation and reduce the chances of mould and dampness, and also makes much easier for the home to keep heat.

Insulation needs to be in compliance with the R-values required for your area

The "R" refers to thermal resistance, and is a gauge of how well insulation resists heat flow. The more R-value is higher, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Maupuia Moisture Ingress & Drainage

The security of your rental home from moisture isn’t just about the inside of the building it’s also about the outside. You must make sure there is somewhere for surface, rain as well as groundwater to move, and to prevent it from getting inside. When it is damp and moisture, it is usually those concerns that you aren’t aware of that can become a big problem that can cause the property to suffer and harming the tenant’s health.

Rental properties should have effective drainage for the removal of the stormwater and surface waters and ground water, which includes an appropriate runoff or outfall. Making sure the water has a proper place to go, and it doesn’t get sucked into buildings is an essential part of keeping your property dry.

In addition to a drainage system to avoid water ingress, if the rental is enclosed between your floor and ground, a ground moisture barrier should be put in place if it’s reasonably practicable to do so.

Ground moisture barriers are generally made of polythene and is laid on top of the ground to stop any moisture present in the ground from entering the property. It also assists in preventing any damage to your underfloor insulation.
