Fines for Failing to Comply

The highest penalties are reserved for serious breaches, and landlords with six or more properties could receive fines of up to $50,000, and even as high as $100,000 in hearings.

Tenancies commenced from 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is compulsory to all Manor Park and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords are required to keep records that prove the compliance with any Healthy Homes Standard that apply or will be applicable throughout the tenancy period of your rental home.

From July 1st 2021

  • Property managers and private landlords must make sure their rental properties comply according to Healthy Homes Standards within 90 days of any renewal, new or a change in tenancy.
  • All the boarding households (except Kainga Ora and registered Community Housing Provider boarder household tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All homes rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024
