Fines for Failing to Comply

Tenancies signed beginning on 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is required throughout Manor Park and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or altered tenancy contract.

Starting 1 July 2021

  • All the boarding houses (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must meet the Healthy Homes Standard regardless of the date when the tenancy started.

Beginning 1 July 2023

  • All households let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

From July 1st 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Heating Manor Park

Rental properties in Manor Park require a reliable source of heat that can heat the principal or the biggest living area to at minimum 18degC even on the winter coldest days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heating needs that it be permanently fixed (i.e. not portable) and at least 1.5 horsepower in capacity, and meet the minimum capacity for heating required for the main living room. For most homes, larger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are necessary. In some instances, like small apartments small apartments, a smaller electric fixed heater may suffice.

If your living space is already equipped with a fixed heating source, such as the heat pump, it might require an upgrade in order to comply with the standards. Certain types of heaters cannot be used to comply with the standard since they’re either inefficient, unaffordable to operate or are unsafe to operate.
