Since the 1st July of 2021, once a new, renewed or varied tenancy is signed on the Linden rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Inability to adhere to any of the Healthy Homes Standards within the period of time expected can lead to penalties of up to $7200. Healthy homes are important

Why is Healthy Homes Compliance so important?

A majority of households rent in New Zealand and Linden, and research has shown that these rental homes are most likely to be colder, older and have less effective heating and are of lower quality than houses that are owned by the owner.

The damp, cold and mouldy houses are linked to negative well-being outcomes, particularly for ailments like colds and asthma, as well as cardiovascular conditions. Additionally, those who experience at least four major issues with their housing often have poor life satisfaction and lower mental wellbeing.

Improving the standard of Linden rental property can help tenants enjoy better physical and mental health, and lessen the disturbance to learning, work and living due to illness. Your investment is also better protected from mildew, mould and damp-related damage, which completed jobs in less maintenance costs over the long term.

The Healthy Homes Standards are a set of specific and minimal standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well as Draught Stopping for Linden rental properties.

Unreasonable Gaps & Holes

Draught Stopping Linden

Draughts may lead to lower temperatures in households. A damp house will cost more to heat, which completed jobs in wasting energy and incurring higher costs.

If a draught can be perceived as a result of gaps or holes the area needs to be closed.

What are unreasonable gaps or holes?

If you can feel external air entering or the sound of a clear draught emanating out of a hole or gap and you can feel it, it’s probably a gap or an opening that needs sealing in the way you can. Large cracks and gaps should be fixed permanently. Gaps greater than 3mm that allow air in or out into your home require to be sealed. For instance, if an open fireplace isn’t used it can create draughts. This should be shut from. Property managers and landlords are responsible for ensuring such draughts are eliminated whenever possible.

You don’t need to block holes or gaps that are part of the building. For example, tiny gaps around doors and windows could be required to allow for the movement of the building as the house is heated and cools in order to let them be closed and opened instead of instead of being stuck. We will inspect every window and door during your Healthy Homes assessment of your rental property.

Heating Linden

Rental properties in Linden need to have a stable source of heat which can warm the principal or the biggest living space to at least 18degC, even on the coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The heating source needs to remain fixed (i.e., not portable) that is, at least 1.5 Kilowatts in heating capacity, and it must have the minimum required heating capacity to heat the living space in general. The Heating Assessment Tool can be used to check if your current permanent heater(s) are adequate or whether you will require to "top-up" by adding a second heater. Open fires as well as unflued combustion heaters like small portable LPG bottle heaters aren’t considered acceptable heating options for the Healthy Homes Standard.

If the heating you provide is electric heating or heat pump then it must include an thermostat. This will make your heating more consistent and effective. In most homes, larger fixed heating systems such as wood burners, heat pumps, pellet burners or flued gas heaters are required. However, in some cases such as small apartments, a smaller fixed electric heater may suffice.

If your main living space already has a permanent heating source like an air conditioner, it might just require a top up to meet the standards. Some types of heaters can’t be used to achieve the standard as they are either costly, not affordable to run, or unsafe to operate.

Ventilation Linden

Each living space within a rental house must have at least one openable door or window to provide natural ventilation. Additionally, areas with high moisture areas such as kitchens and bathrooms must have a suitable venting fan outside to eliminate moisture.

A ventilation quality is all about recognising how dry air is much easier to heat and that a well ventilated rental property is less likely to be a victim of mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered liveable spaces. Spaces that connect, such as the hallways are not liveable , and thus are not require an opening window or door.

Each door, window or skylight needs for them to be in a position to open up to the outside, but remain fixed in an open position to allow to circulate fresh air as well as air flow.

The bathrooms in all kitchens as well as any other space in your home that has a bath, shower cooker or any other moisture generating item will need adequate extractor fans that are vented to the outdoors. This Healthy Homes Assessment service will verify that there is enough air circulation in every living space, including suitable extractor fans for areas that are high in moisture.

Insulation Linden

Ceiling and underfloor insulation has been compulsory to all rental homes from 1 July 2019. All landlords and property managers are required to ensure that the insulation is in line with the new standard. In some cases, an existing insulation on the ceiling or in the subfloor space might require to be filled with or replaced.

A well-insulated house can help control condensation and reduce the chances of mould and dampness and it will make an easier task to allow the house to keep heat.

Insulation requirements to meet the R-values that are appropriate for your region.

The "R" is a symbol for thermal resistance and is a gauge of how well the insulation can withstand heat flow. The greater the R-value, the better the insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Linden Moisture Ingress & Drainage

Protecting your rental property from water damage isn’t only about what’s inside the building but you must make sure there is somewhere to allow surface, rain or ground water, and also stop it from getting into the building. When it is about damp and water, it is usually those things that you aren’t aware of that could become a major issue and cause damages to your investment and affecting the tenant’s well-being.

Rental properties must be equipped with efficient drainage to eliminate floodwaters, surface water, and ground water, including an appropriate outfall or runoff. Making sure that water is able to go and that it doesn’t get sucked into structures is a crucial aspect of maintaining your property’s dry.

In addition to a drainage system to prevent the ingress of moisture, if your apartment has an enclosed gap between your flooring and the ground, a ground water barrier must be installed if it’s reasonably practicable to do so.

The ground-moisture barrier generally made of polythene and is laid on top of the ground to prevent any moisture in the ground from entering the building. It also helps in preventing water damage to the floor insulation.
