As of 1st July 2021, if a new or renewed tenancy is signed on a Linden rental property, all Healthy Homes compliance work must be finished by the end of 90 days.

Any tenant can ask for details about the Healthy Homes Standard and how they are related to the house they reside in. If the property manager fails to provide the necessary information within 21 days from being informed of the request, they may be issued an infringement notice and be fined up to $750.

The person liable for this fine is the one who is identified on the tenancy agreement as being the person renting the property which could be the landlord’s name or the property management company.

All the information on the Statement of Compliance needs to be accurate when the tenancy agreement is completed, and must be updated throughout the tenancy as any necessary work related to it’s finished.

It is important to be aware that a landlord with multiple rental properties could face additional fines for non-compliance. The most severe penalties are handed down for severe breaches, and landlords with more than six properties could be penalised up to $50,000 and as high as $100,000 in hearings.

If you fail to meet the Healthy Homes requirements can hit your bank account hard, with huge fines, in addition to having to continue to comply. Don’t take a chance with your rental property, contact us today and make arrangements to have a home assessment performed for your rental property.

Healthy homes are important

What are the reasons why Healthy Homes Compliance so important?

Around 1 in 3 households from New Zealand and Linden, and research shows us that these rental houses are most likely to be colder, older, have less efficient heating and are of lower quality than the homes of owners.

Damp, mouldy and cold houses are linked to negative well-being outcomes, particularly illnesses like colds, influenza, asthma, and cardiovascular issues. Additionally, those who report at least four major house quality problems often experience lower levels of satisfaction with life and a decrease in mental health.

Improving the quality of Linden rental property can help tenants enjoy better mental and physical health as well as lessen disruptions to their work, education and daily life due to illness. Your investment is also better protected from mildew, mould and damp-related damage, which completed jobs in lower costs for maintenance in the long run.

Unreasonable Gaps & Holes

Draught Stopping Linden

Draughts can lead to low temperatures inside households. A cold house is more expensive to heat, meaning wasting energy and incurring higher costs.

If a draught could be perceived as a result of gaps or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you can feel external air coming in or a clear draught from a crack or a gap and you can feel it, it is likely a crack or hole which needs sealing in somehow. Large cracks and gaps should be permanently stopped. The gaps that exceed 3mm that allow air to enter or exit into your home require seals. For example, if an open fireplace isn’t in use it may cause draughts and should be sealed off. Landlords and property managers are accountable for ensuring that such draughts are squelched as much as possible.

You don’t need to block off holes or gaps in the building. For instance, small gaps around windows and doors could be required to allow for the movement of the building when the household is heated and cools in order to let them be opened and closed rather than sticking. We will examine all doors and windows during the Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure healthy homes

Heating Linden

Linden rental properties should have a permanent source of heat that can warm the principal or the biggest living room to at least 18degC, even on the coldest days of the year. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat needs that it be permanently fixed (i.e. not portable) with at minimum 1.5 Kilowatts in heating capacity and have the minimum capacity for heating required in the living area. The Heating Assessment Tool can be used to determine whether the existing fixed heater(s) are adequate or whether you will require to top up with a new heater. Fires that are open and unflued heaters such as small portable LPG bottle heaters aren’t considered acceptable heating options for Healthy Homes Standard. Healthy Homes Standard.

If the heating you provide is an electric heater or heat pump then it must include an thermostat. This will make your heating more consistent and effective. For most houses, larger fixed heating equipment like heat pumps, wood burners, pellet burners or flued gas heaters are needed. In certain situations, like apartments with small spaces an electric, fixed heater may be sufficient.

If your living space already has a permanent heating source, like the heat pump, it might just need some additional energy to meet the standards. Certain kinds of heaters cannot be used to comply with the standard since they’re either costly, not cost-effective to run, and/or unsafe to run.

Ventilation Linden

Each living space within a rental house must have at least one opening window or exterior door to provide natural ventilation. Additionally, areas with high moisture areas such as kitchens or bathrooms should have an venting fan outside to take moisture away.

The ventilation standard is all about understanding that dried air can be more easy to heat and heat, and an apartment that is well-ventilated is less likely to grow damp and mould.

Bedrooms, living spaces, kitchens and dining rooms are all considered living spaces. Connecting spaces like the hallway are not considered living spaces and therefore are not require an opening window or door.

Each window, door , or the skylight requirements to be able to open up to the outside, and stay at an open angle to allow for fresh air circulation and air flow.

All bathrooms and kitchens as well as any other space in your home that has shower, bath and cooktop or another water-generating appliance will require proper extractor fan systems that vent to the outdoors. This Healthy Homes Assessment service will ensure that there is sufficient ventilation in every living space that includes extractor fans that are suitable in areas with high moisture.

Insulation Linden

Underfloor and ceiling insulation is required in all rental houses since 1 July 2019. All landlords and property managers are required to make sure that the insulation is in line with current standard. In some cases, current ceiling insulation, or the insulation of the subfloor space may require to be replaced or replaced.

A well-insulated property will help to control condensation and lessen the likelihood of mould and dampness, and also makes much easier to allow the household to keep heat.

Insulation requirements to be in compliance with the R-values for your area

The "R" is a symbol for thermal resistance and is a measure of how well insulation resists heat flow. The more R-value is higher, the more efficient the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3

Linden Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about what’s inside the building; you have to ensure there is somewhere to allow surface, rain and ground water to go and to prevent it from getting inside. When it is about damp and water, it is often those things that you aren’t aware of that can cause a lot of trouble and cause damage to your investment as well as affecting your tenant’s well-being.

Rental properties should be equipped with effective drainage for the removal of storm water, surface water, and ground water, including an appropriate outfall or runoff. Making sure that the water has a location to go, and that it can’t linger underneath the structures is a crucial aspect of making sure your property is dry.

In addition to a drainage system to avoid water ingress, if the rental is enclosed between your flooring and ground, a ground moisture barrier must be installed if it’s reasonably practicable to install it.

Ground moisture barriers are generally an insulating sheet of polythene laid over the ground to prevent any moisture in the ground from accumulating into the property. It also helps prevent moisture damage to the underfloor insulation.
