Kingsley Heights Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is compulsory for all Kingsley Heights and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any new, renewed or modified tenancy agreement.
  • Property managers and landlords have to keep records to demonstrate conformance with the Healthy Homes Standards that apply or will be applied during the tenure of the rental property.

From July 1st 2021

  • Property managers and private landlords must make sure that their rental properties are in compliance to the Healthy Homes Standards within 90 days of any newly renewed, extended or changed tenancy.
  • All boarding houses (except Kainga Ora and Community Housing Providers with registered Boarding home tenancies) must meet the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All homes which are rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.

Heating Kingsley Heights

Kingsley Heights rental properties should have a permanent source of heating which can warm the main or largest living space to at least 18degC, even during the coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heating needs for it to be permanent (i.e. not portable) and at least 1.5 horsepower in capacity, and must meet the minimum required heating capacity in the living area. For most houses, larger fixed heating devices such as wood burners, heat pumps pellet burners, flued gas heaters are needed. However, in some cases like apartments with small spaces small apartments, a smaller electric fixed heater may suffice.

If the living area is already equipped with a fixed heating source such as the heat pump, it might require an update to meet the standards. Certain types of heaters cannot be used to comply with the quality as they are either not effective, cost prohibitive to operate and/or unsafe to run.

Ventilation Kingsley Heights

Each living space within the rental property should contain at minimum one open window or exterior door to provide natural airflow. In addition, high moisture areas such as kitchens and bathrooms should have an externally vented extractor to take moisture away.
