Fines for Failing to Comply

Beginning on July 1st, 2021, when a new or renewed tenancy is signed for a Kenepuru rental property, all Healthy Homes compliance items need to be done inside of 90 days.

As of 1st July 2021, once a new, renewed or varied Tenancy is signed for the Kenepuru rental property, all Healthy Homes compliance work must be done within 90 days.

Inability to adhere to one of the Healthy Homes Standards within the deadlines can result in an amount of $7200. Kenepuru Healthy Homes Compliance Timeframes

Tenancies established in the period between July 1st 2019 and 30 , June 20,21

  • Ceiling and underfloor insulation is required throughout Kenepuru and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or modified tenancy agreement.
  • Property managers and landlords must keep records of their compliance with the Healthy Homes Standard that apply or will be applicable during the tenure of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords must ensure their rental properties conform with the Healthy Homes Standard within 90 days of a new, renewed , or altered Tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered Boarding house tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

From July 1st 2023

  • All households rented to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rental houses must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.
