Fines for Failing to Comply

As of 1st July 2021, if a new, renewed or varied contract is signed on a Kenepuru rental property, all Healthy Homes compliance tasks need to be finished inside of 90 days.

Tenancies commenced between 1 July 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory in all Kenepuru and New Zealand rental homes where it’s reasonably practicable to install.

Heating Kenepuru

Rental properties in Kenepuru need to have a stable source of heating that can heat the principal or the biggest living room to at least 18degC, even on the coldest winter days. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source requirements for it to be permanent (i.e. not portable) that is, at minimum 1.5 kW in heating capacity and have the minimum heating capacity needed for the main living room. In most homes, larger fixed heating equipment like wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in some cases like small apartment buildings an electric, fixed heater may suffice.

If the main living room already has a fixed heating source like the heat pump, it could require some additional energy to make sure it meets the requirements. Certain types of heaters cannot be used to achieve the standard because they’re not effective, cost prohibitive to operate and/or unsafe to run.

Ventilation Kenepuru

Every living space in a rental house must contain at minimum one open doors or windows to provide natural airflow. Additionally, areas with high moisture areas such as kitchens and bathrooms must have a suitable externally vented extractor fan to eliminate moisture.
