Fines for Failing to Comply

As of 1st July 2021, when a brand new, renewed or varied tenancy is signed for a Karori rental property, all Healthy Homes compliance items need to be taken care of within 90 days.

From the 1st of July in 2021, if a new, renewed or varied tenancy is signed on a Karori rental property, all Healthy Homes compliance work must be done inside of 90 days.

Failure to adhere to all of the Healthy Homes Standards by the end of the anticipated timeframe could result in a fine of up to $7200. Karori Healthy Homes Compliance Timeframes

Tenancies signed from 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is a requirement throughout Karori and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply as well as an Insulation Statement, and an Insurance Statement must be included in any renewal, new or altered tenancy contract.

Draughts are a major cause of less temperature in households. A cold home is more expensive to heat, resulting in wasted energy and increased bills.

What are the most unreasonable gaps or holes?

If you can feel external air flowing in or an unobstructed draught coming out of a hole or gap that is, it’s likely to be a gap or hole that requirements sealing in the way you can. Cracks and gaps that are large should be sealed permanently. Any gaps greater than 3mm that allow air to enter or exit within the house need the sealing. For example, if the open fireplace isn’t used it could cause draughts, and should be sealed from. Landlords and property managers are responsible for making sure that draughts from the fireplace are removed whenever imaginable.

There is no require to block off gaps or holes in the building. Heating Karori

Karori rental properties should have a permanent heating source which can warm the largest or main living space to at least 18degC, even on the coldest winter days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The source of heat needs to remain fixed (i.e., not portable) that is, at minimum 1.5 Kilowatts in heating capacity, and must meet the minimum required heating capacity in the living area. A Heating Assessment Tool may be used to check if the fixed heater(s) are adequate or whether you will require to ‘top up’ with an additional heater. Unflued combustion and open fire heaters like portable LPG bottle heaters are not considered to be acceptable heating options in those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it should be equipped with a thermostat. This will make the heating more consistent and effective. For most homes, larger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters will be required. In some instances, like small apartments the smaller fixed electric heater might be enough.

If your living space is already equipped with a fixed heating source, such as an air conditioner, it could require an update to make sure it meets the requirements.
