Fines for Failing to Comply

As of 1st July 2021, if a new or renewed tenancy is signed for a Karori rental property, all Healthy Homes compliance items have to be done within 90 days.

Karori Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 and 30 June 2021

  • Underfloor and ceiling insulation is a requirement throughout Karori and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or modified tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate conformance with any Healthy Homes Standards that apply or will be in force during the tenancy of their rental properties.

Beginning 1 July 2021

  • Private landlords and property managers have to make sure their rental properties conform in accordance with Healthy Homes Standard within 90 days of a newly renewed, extended or changed tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

However, in some cases like apartments with small spaces an electric, fixed heater could be enough.

If the living area is already equipped with a fixed heating source, like a heat pump, then it might just need some additional energy to make sure it meets the requirements. Certain kinds of heaters cannot be used to comply with the standard because they’re inefficient, unaffordable to operate or unsafe to operate.

Ventilation Karori
