Fines for Failing to Comply

Beginning on July 1st, 2021, if a new or renewed tenancy is signed for a Karori rental property, all Healthy Homes compliance items need to be completed inside of 90 days.

Tenancies established between 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is compulsory for all Karori and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply An Insulation Statement as well as an Insurance Statement should be included in any new, renewed or modified tenancy agreement.
  • Property managers and landlords must keep records that prove conformance with all Healthy Homes Standards that apply or will apply to their rental properties.

From July 1st 2021

Heating Karori

Karori rental properties should have a permanent source of heat that is able to heat the living room to at least 18degC, even on the coldest winter days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health as well as their mental health.

If your living space is already equipped with a fixed heating source such as heat pumps, it might need some additional energy to meet the standards. Certain types of heaters cannot be used to meet the quality as they are either not effective, cost prohibitive to operate and/or unsafe to run.

Ventilation Karori

The insulation of the ceiling and underfloor has been compulsory in all rental houses since 1 July 2019. All landlords and property managers are required to make sure that the insulation is up to this new standard. In some instances, existing ceiling insulation or insulation in the sub floor space may require to be added or replaced.
