The subjects covered in the Healthy Homes Standards are:

We will evaluate your rental property and determine whether it’s in compliance with the NZ Healthy Homes and Residential Tenancy Acts requirements. Following the assessment, we will advise you or your property manager about the work which needs to be completed, and offer an assessment report that includes all the information needed to complete your tenancy agreement’s Healthy Home Statement of Compliance.

Failure to comply with the requirements of the Healthy Homes Standards is a breach of the Residential Tenancies Act 1986, and landlords who are not conforming to the standards could be held accountable for as much as $7,200 and additional healthy homes related fines.

Beginning on July 1st, 2021, when a new, renewed or varied lease is entered into on the Karori rental property, all Healthy Homes compliance work must be done inside of 90 days.

Inability to adhere to any of the Healthy Homes Standards by the end of the expected timeframe can result in the possibility of a fine up to $7200. In addition, if the present Healthy Homes Statement of Compliance isn’t included in the new, renewed or revised tenancy contract, it could result in an additional fine or violation fee.

Any tenant may request details regarding the Healthy Homes Standard and how they are related to the house they live in. It is also crucial to note that a landlord who have multiple rental properties could face even higher fines for non-compliance. The most severe penalties are handed down for severe violations. Those who have six or more properties can be penalised up to $50,000, and as much as $100,000 in hearings.

Unreasonable Gaps & Holes

Draught Stopping Karori

Draughts are a major cause of less temperature in households. A draughty home costs more to heat, resulting in wasted energy and incurring higher costs.

If a draught can be felt through gaps that are too large or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air flowing in or the sound of a clear draught emanating from a crack or a gap or crack, then it is probably a gap or an opening that needs sealing in some way. Cracks and gaps that are large should be permanently stopped. The gaps that exceed 3mm that allow air in or out within your home require seals. For example, if the open fireplace isn’t being used, it could cause draughts, and should be blocked from. Landlords and property managers are accountable for ensuring that these draughts are stopped in the maximum extent imaginable.

There is no require to block off gaps or holes that are part of the construction. For instance, small gaps around doors and windows might be necessary to allow for movement of the building when the household gets warmer and cooler, so that they are able to be closed and opened instead of than securing. We will examine the windows and doors in an Healthy Homes assessment of your rental property.

Adequate heaters are crucial for well-being houses

Heating Karori

Rental properties in Karori should have a permanent heating source that can warm the largest or main living space to a minimum of 18degC even on the coldest winter days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental outlook.

The heating source requirements to be fixed (i.e. not portable), at least 1.5 kW of heating capacity and have the minimum required heating capacity in the living area. A Heating Assessment Tool can be used to check if the current fixed heater(s) are adequate or whether you will need to top up with an additional heater. Open fires as well as unflued combustion heaters, such as portable LPG bottle heaters are not considered to be safe heating options in The Healthy Homes Standard.

If the heating that you offer is electric heating (or heat pump), it should have an thermostat. This makes the heating more uniform and effective. For the majority of houses, bigger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are required. In certain situations, like apartments with small spaces, a smaller fixed electric heater may be sufficient.

If your living space already has a central heating source like heat pumps, it could need an update in order to comply with the standards. Certain kinds of heaters cannot be used to meet the quality because they’re costly, not affordable to run, or are unsafe to operate.

Ventilation Karori

Every living space in a rental property must include at least one open window or exterior door to provide natural ventilation. Additionally, areas with high moisture areas such as kitchens and bathrooms need to have an externally vented extractor to get rid of moisture.

A ventilation quality is all about understanding that dry air is easier to heat, and that an apartment that is well-ventilated is less likely to develop mould and damp.

Bedrooms, living rooms, kitchens, and dining areas are considered to be liveable spaces. Connecting spaces like the hallways are not liveable , and thus don’t need an opening door or window.

Each door, window or the skylight needs for them to be in a position open to the outside, and stay closed, allowing ventilation and fresh air ventilation.

All bathrooms and kitchens and any other room in your home that has shower, bath cooker or any other moisture generating item will need adequate extractor fans that vent to the outdoors. This Healthy Homes Assessment service will ensure that there is sufficient ventilation in every living space with the right extractor fan in areas with high moisture.

Insulation Karori

Ceiling and underfloor insulation is a requirement on all rental homes from 1 July 2019. All landlords and property managers have to ensure the insulation meets current standard. In certain situations, the old ceiling insulation as well as insulation within the sub floor space may require to be replaced or replaced.

A properly insulated home can help control condensation and lessen the likelihood of mould and damp, and will also make an easier task to the household to keep heat.

Insulation requirements to meet the R-values for your area

The "R" stands for thermal resistance, and it is a measurement of how well the insulation resists heat flow. The more high the R-value, better the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3, underfloor R 1.3

Karori Moisture Ingress & Drainage

Making sure your rental property is protected from moisture isn’t just about the inside of the building it is also about the outside. You must make sure there is somewhere for surface, rain and ground water to go and to prevent it from getting into the building. When it is damp and moisture, it’s frequently those things that you aren’t aware of that can become a big problem and end up causing damages to your investment and affecting your tenant’s health.

Rental properties should have efficient drainage to eliminate rainwater, storm water, and ground water, which includes the proper outfall or runoff. Making sure that water has a location to go, and also that it isn’t allowed to remain beneath buildings is an essential part of making sure your property is dry.

In addition to a drainage system to prevent moisture from entering, if your rental has an enclosed gap between floorboards and the soil, a ground-water barrier must be constructed if it’s reasonably practicable to install it.

The ground-moisture barrier generally made of polythene and is laid on top of the ground to stop any moisture that is present in the ground from accumulating into the building. It also assists in preventing from causing damage to the flooring insulation.
