Fines for Failing to Comply

As of 1st July 2021, when a brand new or renewed tenancy is signed for a Karaka Bays rental property, all Healthy Homes compliance items need to be completed by the end of 90 days.

Karaka Bays Healthy Homes Compliance Timeframes

Tenancies signed between 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is a requirement for all Karaka Bays and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords have to keep records of their compliance with each Healthy Homes Standard that apply or will be in force throughout the tenancy period of the rental property.

Starting 1 July 2021

  • Private landlords and property managers must make sure their rental properties conform according to Healthy Homes Standard within 90 days of any renewal, new or a change in lease.
  • All boarder households (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

Starting 1 July 2023

  • All homes rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2024

  • All rentals homes must be in compliance with the Healthy Homes Standard regardless of the time of the first day of tenancy.
