Fines for Failing to Comply

As of 1st July 2021, if a new or renewed contract is signed on a Houghton Bay rental property, all Healthy Homes compliance items have to be finished by the end of 90 days.

As of 1st July 2021, once a new or renewed contract is signed on a Houghton Bay rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Houghton Bay Healthy Homes Compliance Timeframes

Tenancies that were signed beginning on 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is a requirement for all Houghton Bay and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any renewed, new or varied tenancy agreement.
  • Landlords and property managers must keep records to demonstrate the compliance with all Healthy Homes Standards that apply or will apply during the tenure of an apartment rental.

From July 1st 2021

  • Property managers and private landlords have to ensure their rental properties comply to the Healthy Homes Standard within 90 days of any renewal, new or a change in Tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered Boarding home tenancies) must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2023

  • All houses rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Beginning 1 July 2024

  • All rentals houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy began.
