Fines for Failing to Comply

The person liable for this fine is the one who is listed on the tenancy agreement as being the person who is letting the property which could be the name of the landlord as well as the property management company.

When Do I require to be in compliance with The Healthy Homes Standards?

Highbury Healthy Homes Compliance Timeframes

Tenancies established in the period between July 1st 2019 and the 30th June in 2021

  • Ceiling and underfloor insulation is a requirement to all Highbury and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply as well as an Insulation Statement, and an Insurance Statement should be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords must keep records to demonstrate conformance with any Healthy Homes Standards that apply or will apply throughout the tenancy period of your rental home.

Starting 1 July 2021

Rental properties in Highbury must have a fixed heating source that can heat the principal or the biggest living room to at least 18 degrees Celsius, even on the winter coldest days.
