Fines for Failing to Comply

From the 1st of July in 2021, when a new or renewed tenancy is signed on a Highbury rental property, all Healthy Homes compliance items must be finished by the end of 90 days.

Highbury Healthy Homes Compliance Timeframes

Tenancies commenced in the period between July 1st 2019 and 30 June 2021

  • Underfloor and ceiling insulation is a requirement to all Highbury and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement must be included with any renewal, new or varied tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate conformance with the Healthy Homes Standard that apply or will be applicable during the tenancy of their rental properties.

Highbury rental properties should have a permanent heating source which can warm the main or largest living room to at least 18degC, even during the winter coldest days. If the living area is already equipped with a fixed heating source, such as heat pumps, it might just need an update to be able to meet the standards.
