Healthy Homes Assessment Services

Did you be aware that the Healthy Homes Standards came into effect on the 1st of July 2021? Landlords are now required to ensure their Grenada North rental properties meet the minimum Healthy Homes Standards within 90 days of the start of any renewed or new tenancy and all private rentals must be fully certified by 1 July 2024.

Fines for Failing to Comply

From the 1st of July in 2021, once a new or renewed tenancy is signed for a Grenada North rental property, all Healthy Homes compliance items have to be done within 90 days.

From the 1st of July in 2021, if a new or renewed tenancy is signed on a Grenada North rental property, all Healthy Homes compliance work must be completed within 90 days.

Failure to comply with each of Healthy Homes Standards inside of the anticipated timeframe could result in penalties of up to $7200. Additionally, if a currently-in place Healthy Homes Statement of Compliance isn’t included within the renewal, new or revised tenancy agreement, there may be an additional fine or violation fee.

Any tenant may request details about the Healthy Homes Standard and how they relate to the building they reside in. If the the property manager doesn’t provide the necessary information within 21 days of being informed of the request, they may receive an infringement notice and could be fined up to $750.

Additionally, there is also a penalty as much as $900 for landlords and property managers who have provided a false or false Healthy Homes Compliance Statement or other information. The person who is liable to pay this fine is the one who is named on the lease agreement as the person who is renting the property which could be the name of the landlord, or the property management company.

The information contained in the Compliance Statement requirements to be accurate when the tenancy contract is signed. It is updated throughout the tenancy as any associated work has been completed.

It’s crucial to be aware that a landlord who have several rental properties can face even higher fines for non-compliance. The most severe penalties are given for the most serious violations, and landlords who own at least six rental properties could be fined as high as $50,000 and as high as $100,000 in the case of hearing claims.

When Do I require to be in compliance with The Healthy Homes Standards?

Grenada North Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 and the 30th June in 2021

  • Insulation of the underfloor and ceiling is required in all Grenada North and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords have to keep records that demonstrate the compliance with the Healthy Homes Standards that apply or will apply during the tenure of the rental property.

From 1 July 2021

  • Property managers and private landlords have to make sure that their rental properties are in compliance according to Healthy Homes Standard within 90 days of any renewal, new or a change in Tenancy.
  • All boarder homes (except Kainga Ora and registered Community Housing Provider boarder home tenancies) must meet the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2023

  • All houses let through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of when the tenancy first began.

Heating Grenada North

Grenada North rental properties must have a fixed source of heat that can heat the largest or main living area to at minimum 18degC even on the winter coldest days. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs to remain fixed (i.e. not portable) with at least 1.5 Kilowatts in heating capacity and have the minimum capacity for heating required for the main living room. The Heating Assessment Tool can be used to check if the current fix heater(s) are adequate or if you’ll need to ‘top up’ with an additional heater. Unflued combustion and open fire heaters, such as the portable LPG bottle heaters are not considered acceptable heating options for The Healthy Homes Standard.

If the heating you offer is electric heating or heat pump, it requirements to have a thermostat. This makes the heating more consistent and efficient. For most houses, larger fixed heating systems such as wood burners, heat pumps pellet burners, flued gas heaters are needed. However, in certain instances such as small apartments an electric, fixed heater may suffice.

If the living area already has a central heating source, like an air conditioner, it may need some additional energy to ensure it meets the requirements. Certain types of heaters cannot be utilised to meet the standard since they’re either expensive, inefficient or unsafe to operate.

Ventilation Grenada North

Insulation Grenada North

Ceiling and underfloor insulation has been compulsory for all rent homes from 1 July 2019. Property managers and landlords are required to ensure that the insulation meets this new quality. In certain situations, the an existing insulation on the ceiling or in the subfloor space might need to be added or replaced.
