Fines for Failing to Comply

Grenada North Healthy Homes Compliance Timeframes

Tenancies established in the period between July 1st 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is mandatory in all Grenada North and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included in any renewed, new or altered tenancy contract.
  • Property managers and landlords are required to keep records to demonstrate the compliance with the Healthy Homes Standards that apply or will apply throughout the tenancy period of an apartment rental.

From July 1st 2021

  • Private landlords and property managers must make sure that their rental properties are in compliance with the Healthy Homes Standards within 90 days of a newly renewed, extended or changed Tenancy.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2023

  • All homes let from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rentals houses must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.

Heating Grenada North

Grenada North rental properties must have a fixed heating source that can warm the living area to at minimum 18degC, even during the most coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heat needs to remain fixed (i.e., not portable), at minimum 1.5 Kilowatts in heating capacity, and meet the minimum required heating capacity in the living area. A Heating Assessment Tool may be used to check if the current fixed heater(s) are sufficient or if you’ll need to top up with an additional heater. Open fires and unflued combustion heaters such as the portable LPG bottle heaters aren’t considered to be acceptable heating options for those following the Healthy Homes Standard.

If the heating you provide is an electric heater or heat pump it must include the thermostat. This will help make the heating more uniform and effective. In most homes, larger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in some cases like apartments with small spaces the smaller fixed electric heater may be sufficient.

If your living space is already equipped with a fixed heating source such as an air conditioner, it may need a top up to meet the standards. Some types of heaters can’t be used to meet the quality as they are either expensive, inefficient and/or unhealthy to run.

Ventilation Grenada North

Every living space in the rental property should contain at minimum one open door or window to offer natural airflow. Furthermore, moist areas like kitchens and bathrooms need to have an externally vented extractor fan that can get rid of moisture.
