Fines for Failing to Comply

As of 1st July 2021, once a new or renewed contract is signed on an Ebdentown rental property, all Healthy Homes compliance work have to be done by the end of 90 days.

When should I need to meet The Healthy Homes Standards?

Ebdentown Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is required for all Ebdentown and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included in any renewed, new or varied tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the conformance to any Healthy Homes Standards that apply or will be applied during the tenancy of your rental home.

Starting 1 July 2021

  • Private landlords and property managers must make sure that their rental properties are in compliance in accordance with Healthy Homes Standard within 90 days of any newly renewed, extended or changed tenant.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider for boarding home tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

From July 1st 2023

  • All households which are rented by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rentals homes must comply with the Healthy Homes Standards regardless of the time of the first day of tenancy.

Heating Ebdentown

Ebdentown rental properties need to have a stable source of heat that can warm the living space to a minimum of 18degC, even on the coldest days of the year. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs to remain fixed (i.e., not portable) and at least 1.5 Kilowatts in heating capacity, and must meet the minimum requirement for heat capacity in the living area. For most houses, larger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in certain instances like small apartment buildings the smaller fixed electric heater may be sufficient.

If the living area already has a permanent heating source such as heat pumps, it might require an update to be able to meet the standards. Certain types of heaters cannot be used to comply with the standard as they are either not effective, cost prohibitive to operate or are unsafe to operate.
