Beginning on July 1st, 2021, when a brand new or renewed contract is signed on the Camborne rental property, all Healthy Homes compliance work must be completed within 90 days.

Inability to adhere to one of the Healthy Homes Standards within the period of time expected can lead to penalties of up to $7200. If the landlord or property manager is unable to supply the required information within 21 days of getting the notice, the tenant will receive an infringement notification and could be fined up to $750.

In addition, there’s an additional fine of approximately $900 for property owners or property managers that provide false or inaccurate Healthy Homes Statement of Compliance or other information. The person liable to pay this fine is the one who is named on the tenancy contract as the person renting the property It could also be the name of the landlord as well as the company that manages the property.

The information contained in the Compliance Statement needs to be accurate when the tenancy agreement is completed, and must be updated throughout the duration of the tenancy when any relevant work gets completed.

It’s important to keep in mind that landlords who own several rental properties can face greater penalties for non-compliance. The most severe penalties are handed down for serious breaches. Landlords with six or more properties could be penalised up to $50,000, and even as high as $100,000 in the case of hearing claims.

In the end, a failure to meet compliance with Healthy Homes requirements can hit your bank account with massive fines as well as having to continue to comply. Healthy homes are important

Why is Healthy Homes Compliance important?

A majority of households rent from New Zealand and Camborne, and research has shown that these rental homes are most likely to be older, colder, are not as effective heating, and generally tend to be of poorer standard than those owned by owners.

Cold, damp and mouldy houses are associated with negative health outcomes, particularly for illnesses like colds, influenza, asthma, and cardiovascular conditions. Additionally, those who have reported four or more major issues with their housing often have poor life satisfaction and lower mental wellbeing.

Improving the standard of Camborne rental property will help tenants experience improved physical and mental health as well as lessen interruption to learning, work and living because of health issues. Your investment will be protected from mould, mildew and damp damage, meaning lower costs for maintenance in the long-term.

The Healthy Homes Standards are a set of specific and minimal standards for Heating, Insulation, Ventilation, Moisture Ingress and Drainage, and Draught stopping within Camborne rental properties.

Unreasonable Gaps & Holes

Draught Stopping Camborne

Draughts may lead to dropping temperatures within households. A draughty house costs more to heat, resulting in wasted money and energy.

If a draft can be noticed from gaps that are not adequate or holes or holes, it needs to be closed.

What are unreasonable gaps and holes?

If you can feel external air getting in, or see the air is clear from a crack or a gap or crack, then it is most likely a gap or crack that requirements sealing in the way you can. Cracks or gaps with large gaps must be permanently stopped. Gaps greater than 3mm that let air into or out within the home require to be sealed. For instance, if an open fireplace is not in use, it could cause draughts, and should be blocked from. Property managers and landlords are accountable for ensuring that such draughts are squelched in the maximum extent imaginable.

There is no need to cover up holes or gaps which are part of the construction. For instance, small gaps around doors and windows could be required to allow for movement within the building when the household gets warmer and cooler, in order to let them be opened and closed rather than sticking. We will check all doors and windows as part of an Healthy Homes assessment of your rental property.

Heating Camborne

Camborne rental properties need to have a stable heating source that is able to heat the largest or main living area to at minimum 18degC even on the winter coldest days. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source requirements to remain fixed (i.e. not portable), at minimum 1.5 Kilowatts in heating capacity and have the minimum required heating capacity for the main living space. A Heating Assessment Tool could be used to determine if the permanent heater(s) are adequate or if you’ll require to "top up" with an additional heater. Unflued combustion and open fire heaters like small portable LPG bottle heaters aren’t considered to be safe heating options in those following the Healthy Homes Standard.

If the heating system you offer is an electric heater or heat pump it needs to be equipped with the thermostat. This will help make the heating more uniform and efficient. In most houses, larger fixed heating devices such as wood burners, heat pumps, pellet burners or flued gas heaters are needed. However, in some cases like apartments with small spaces, a smaller fixed electric heater might be enough.

If your living space already has a fixed heating source such as an air conditioner, it might just need an upgrade to meet the standards. Some types of heaters can’t be utilised to meet the standard since they’re either not efficient, cost prohibitive to operate and/or unsafe to run.

Ventilation Camborne

Every living space of a rental property has to have at least one opening window or exterior door to offer natural airflow. Furthermore, moist areas such as kitchens or bathrooms should have an venting fan outside to remove moisture.

A ventilation standard is all about recognising the fact that dried air can be more easy to heat, and that the property that is properly ventilated will be less prone to developing mould and damp.

Bedrooms, living rooms kitchens, and dining areas are all considered living spaces. Connecting spaces such as the hallway aren’t considered living spaces and therefore don’t require an opening window or door.

Every window, door or skylight requirements to have the ability open to the outside and remain set in an opening position in order to allow ventilation and fresh air ventilation.

All kitchens and bathrooms, and any other area in your home that has a bath, shower cooker or any other humidity-generating items will need adequate extractor fans that can be vented to the outdoors. Our Healthy Homes Assessment service will check that there is adequate ventilation throughout the living spaces with the right extractor fan in areas of high moisture.

Insulation Camborne

Ceiling and underfloor insulation is mandatory for all rent houses since July 1, 2019. Property managers and landlords are required to ensure the insulation meets the new quality. In some cases, existing ceiling insulation or insulation in the sub floor space might need to be filled with or replaced.

A well-insulated house can help control condensation and lower the chance of mould and dampness, and it will make more easy for the home to keep heat.

Insulation needs to be in compliance with the R-values for your area

The "R" refers to thermal resistance, and it is a measurement of how well insulation can withstand heat flow. The more high the R-value, more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Camborne Moisture Ingress & Drainage

Keeping your rental property safe from the effects of moisture isn’t just a matter of the inside it’s also about the outside. You must make sure there is somewhere for surface or ground water and also stop it from getting inside. When it is damp and moisture, it’s usually what you don’t see that could become a major issue that can cause damages to your investment and harming your tenant’s well-being.

Rental properties require to have effective drainage for the removal of rainwater, storm water and groundwater, with the proper outfall or runoff. Making sure that the water has a proper place to go, and that it can’t linger underneath the buildings is a vital aspect of keeping your property dry.

Alongside a drainage system to prevent the ingress of moisture, if your rental has an enclosed gap between your flooring and the surface, a ground moisture barrier must be installed if it is reasonably practicable to do so.

A ground moisture barrier is usually a sheet of polythene that is placed over the ground, to block any moisture from the ground from rising into the structure. It also helps to prevent water damage to the floor insulation.
