Since the 1st July of 2021, if a new or renewed Tenancy is signed for a Camborne rental property, all Healthy Homes compliance work must be taken care of inside of 90 days.

Failure to adhere to each of Healthy Homes Standards by the end of the expected timeframe can result in a fine of up to $7200. Furthermore, if a current Healthy Homes Statement of Compliance isn’t incorporated in a new, renewed or amended tenancy agreement there could be additional penalties or an infringement fee.

All information in the Compliance Statement needs to be current before the tenancy agreement can be completed, and should be maintained throughout the tenancy as any associated work has been completed.

It is crucial to remember that a landlord who manage multiple rental properties may receive even higher fines for non-compliance. The most severe penalties are handed down for serious violations, and landlords who own more than six properties could be penalised up to $50,000, or as high as $100,000 in hearing claims.

Healthy homes are important

What are the reasons why Healthy Homes Compliance So Important?

Around 1 in 3 households rent homes in New Zealand and Camborne, and research indicates that rental homes tend to be colder, older and have less efficient heating, and generally tend to be of poorer quality than homes that are owned by the owner.

In addition, people who reported at least four key housing quality problems frequently have lower levels of satisfaction with life and a decrease in psychological well-being.

Improve the standard of Camborne rental property can allow tenants to experience better physical and mental health and minimise the disturbance to learning, work and living due to illnesses. Your investment is also secured from mildew, mould and damp-related damage, which results in less costs of maintenance in the long run.

Unreasonable Gaps & Holes

Draught Stopping Camborne

Draughts are a major cause of dropping temperatures within houses. A damp house costs more to heat, meaning wasting money and energy.

If a draught is felt through gaps that are too large or holes that it requirements to be sealed.

What are unreasonable gaps or holes?

If you can feel external air coming in or an unobstructed draught coming from a hole or gap that is, it is likely a crack or an opening that requirements sealing in any way. Cracks and gaps that are large should be sealed permanently. Any gaps greater than 3mm that allow air in or out into the home require the sealing. For instance, if an open fireplace isn’t in use it can create draughts. This should be shut off. Landlords and property managers are responsible for ensuring that such draughts are squelched as much as possible.

You don’t require to block gaps or holes that are part of the construction. For instance, small gaps around doors and windows might be necessary to allow for movement within the structure as the home warms and cools so that they are able to be opened and closed rather instead of being stuck. We will examine the windows and doors as part of our Healthy Homes assessment of your rental property.

Heating Camborne

Camborne rental properties must have a fixed heating source that is able to heat the main or largest living space to at least 18 degrees Celsius, even on the winter coldest days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health and mental outlook.

The source of heating requirements for it to be permanent (i.e. not portable) with at minimum 1.5 horsepower in capacity and have the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool could be used to check if the fixed heater(s) are sufficient or whether you will require to "top-up" by adding a second heater. Open fires as well as unflued combustion heaters such as the portable LPG bottle heaters are not considered to be suitable heating options under The Healthy Homes Standard.

If the heating system you offer is electric heating (or heat pump), it must include the thermostat. This will make the heating more consistent and effective. For the majority of homes, bigger fixed heating systems such as wood burners, heat pumps pellet burners, flued gas heaters are necessary. In certain situations, like small apartment buildings, a smaller fixed electric heater might be enough.

If your living space is already equipped with a fixed heating source, such as a heat pump, then it may need an upgrade to be able to meet the standards. Certain kinds of heaters aren’t able to be used to comply with the quality as they are either inefficient, unaffordable to operate and/or unhealthy to run.

Ventilation Camborne

Each liveable space in a rental property must include at least one open doors or windows to offer natural airflow. Additionally, areas with high moisture spaces like kitchens and bathrooms must have a suitable externally vented extractor to eliminate moisture.

It is the ventilation quality is all about recognising it is that dried air can be less difficult to heat, and that the property that is properly ventilated is less likely to develop damp and mould.

Bedrooms, living spaces, kitchens, and dining rooms are considered liveable areas. Connecting spaces such as the hallway aren’t considered liveable , and thus are not need an opening window or door.

Each window, door or skylight needs at least open to the outside, but remain at an open angle, allowing for fresh air circulation and ventilation.

All bathrooms and kitchens as well as any other space in your home with a bath, shower or cooktop, or any other moisture generating item will need proper extractor fan systems that vent to the outdoors. This Healthy Homes Assessment service will verify that there is enough air circulation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Camborne

Ceiling and underfloor insulation is mandatory for all rent homes from 1 July 2019. Property managers and landlords should ensure that the insulation is in line with standards that are in line with the latest quality. In certain situations, the current ceiling insulation, or the insulation of the sub floor space may need to be filled with or replaced.

A properly insulated home can help control condensation and reduce the chances of mould and dampness, and it will make an easier task to the house to retain heat.

Insulation needs to be in compliance with the R-values for your area

The "R" stands for thermal resistance and is a measure of how well the insulation withstands heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Camborne Moisture Ingress & Drainage

The security of your rental home from moisture isn’t just about the inside; you have to make sure there is somewhere to allow surface, rain as well as groundwater to move and to prevent it from getting into the building. When it is about damp and water, it is usually the concerns you don’t notice that could be a huge problem that can cause damages to your investment and harming the tenant’s health.

Properties that are rented must have effective drainage to get rid of floodwaters, surface water and ground water. This includes an appropriate runoff or outfall. Making sure that water has a proper place to go, and also that it can’t linger underneath the structures is an important aspect of making sure your property is dry.

Alongside an irrigation system to stop water ingress, if the rental is enclosed between floorboards and the soil, a ground-water barrier must be installed if it is reasonably practicable to install it.

A ground moisture barrier is typically made of polythene and is laid on top of the ground, in order to block any moisture that is present in the ground from rising into the structure. It also helps to prevent moisture damage to the underfloor insulation.
