Unreasonable Gaps & Holes

Draught Stopping Breaker Bay

Draughts may lead to dropping temperatures within houses. A cold home costs more to heat, which means wasting energy and increased bills.

If a draft can be perceived as a result of gaps or holes or holes, it needs to be closed.

What are unreasonable gaps or holes?

If you are able to feel external air entering or the air is clear from a hole or gap or crack, then it is likely a crack or an opening that needs sealing in the way you can. Large gaps and cracks should be fixed permanently. Any gaps greater than 3mm that let air in or out into your home require the sealing. For example, if the open fireplace isn’t being used, it may cause draughts and should be sealed off. Property managers and landlords are responsible for making sure such draughts are eliminated as much as possible.

There is no require to block off gaps or holes that are part of the building. For instance, small gaps around windows and doors might be necessary to allow movement of the building when the house is heated and cools to allow them to be opened and closed rather than being stuck. We will examine every window and door as part of an Healthy Homes assessment of your rental property.

Proper heating is important for well-being homes

Heating Breaker Bay

Rental properties in Breaker Bay should have a permanent heating source which can warm the main or largest living area to at minimum 18degC, even on the coldest days of the year. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heat requirements to remain fixed (i.e. not portable) with at minimum 1.5 horsepower in capacity, and must meet the minimum requirement for heat capacity for the main living room. The Heating Assessment Tool can be used to determine whether the current permanent heater(s) are adequate or if you’ll need to "top up" with a new heater. Fires that are open and unflued heaters like mobile LPG bottle heaters aren’t considered acceptable heating options under the Healthy Homes Standard.

If the heating you provide is an electric heater or heat source, it should have a thermostat. This makes your heating more consistent and efficient. For most houses, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in certain instances like apartments with small spaces, a smaller fixed electric heater might be enough.

If the living area is already equipped with a fixed heating source such as heat pumps, it might need a top up to be able to meet the standards. Certain kinds of heaters aren’t able to be used to achieve the quality because they’re inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Breaker Bay

Each liveable space in a rental property has to include at least one open doors or windows to offer natural ventilation. In addition, high moisture areas such as kitchens or bathrooms should be equipped with an externally vented extractor to eliminate moisture.

A ventilation standard is all about recognising the fact that dry air will be easier to heat, and that a property that is well ventilated is less likely to grow mould and damp.

Bedrooms, living spaces, kitchens and dining rooms are considered liveable spaces. Connecting spaces like the hallway aren’t liveable and therefore are not need an opening window or door.

Each door, window or skylight requirements for them to be in a position open to the outside and remain at an open angle in order to allow ventilation and fresh air ventilation.

All bathrooms and kitchens and any other area in your home that has a bath, shower cooker or any other water-generating appliance will need appropriate extractor fans that vent to the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space that includes extractor fans that are suitable in high moisture areas.

Insulation Breaker Bay

Underfloor and ceiling insulation is mandatory to all rental homes as of July 1st, 2019. Property managers and landlords must ensure the insulation meets standards that are in line with the latest quality. In some instances, old ceiling insulation as well as insulation within the sub floor space may require to be added or replaced.

A well-insulated property can help control condensation and lower the chance of dampness and mould, and also makes much easier for the household to retain warmth.

Insulation needs to meet the R-values for your area

The "R" refers to thermal resistance and it is a measurement of how well the insulation resists heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – all area of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 (underfloor R 1.3

Breaker Bay Moisture Ingress & Drainage

Making sure your rental property is protected from dampness isn’t just about the inside of the building it is also about the outside. You must make sure there is somewhere for surface and underground water to flow, and also stop it from getting inside. When it is about damp and water, it’s often what you don’t see that can become a big problem and end up causing the property to suffer and harming your tenant’s health.

Rental properties require to be equipped with efficient drainage for the removal of storm water, surface water and ground water, including an appropriate outfall or runoff. Making sure that the water has a location to go and that it can’t linger underneath the buildings is an essential part of maintaining your property’s dry.

Alongside a drainage system to avoid moisture from entering, if your apartment has an enclosed gap between the floor and surface, a ground moisture barrier should be put in place if it’s reasonably practicable to install it.

The ground-moisture barrier generally an insulating sheet of polythene laid over the ground, in order to block any moisture in the ground from entering the property. It also helps in preventing water damage to the floor insulation.
