Did you be aware that the Healthy Homes Standards came into effect on the 1st July 2021? Landlords are now required to make sure that their Aro Valley rental properties meet the minimum Healthy Homes Standards within 90 days of a new or renewed tenancy, and all private rental properties must be completely compliant by 1 July 2024.

Fines for Failing to Comply

As of 1st July 2021, when a brand new, renewed or varied tenancy is signed on an Aro Valley rental property, all Healthy Homes compliance items have to be done within 90 days.

Beginning on July 1st, 2021, when a new or renewed tenancy is signed on the Aro Valley rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Aro Valley Healthy Homes Compliance Timeframes

Tenancies that were signed in the period between July 1st 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is required throughout Aro Valley and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or modified tenancy agreement.
  • Landlords and property managers must keep records that demonstrate the compliance with all Healthy Homes Standard that apply or will be in force throughout the tenancy period of your rental home.

From July 1st 2021

  • Private landlords and property managers are required to ensure that their rental properties are in compliance with the Healthy Homes Standards within 90 days of any newly renewed, extended or changed tenancy.
  • All boarding households (except Kainga Ora and registered Community Housing Provider for boarding household tenancies) are required to comply with Healthy Homes Standard regardless of when the tenancy began.

Starting 1 July 2023

  • All homes that are rented out by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rentals homes are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Draughts can lead to dropping temperatures within houses. A draughty house will cost more to heat, resulting in wasted money and energy.

If a draught is felt through gaps that are too large or holes or holes, it requirements to be closed.

Heating Aro Valley

Rental properties in Aro Valley should have a permanent source of heating that can warm the main or largest living room to at least 18degC, even during the coldest days of the year. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heat requirements to be fixed (i.e. not portable) and at minimum 1.5 kW of heating capacity, and must meet the minimum requirement for heat capacity to heat the living space in general. A Heating Assessment Tool may be used to determine if your current installed heater(s) are adequate or whether you will require to top up by adding a second heater. Open fires and unflued combustion heaters such as mobile LPG bottle heaters aren’t considered to be suitable heating options for the Healthy Homes Standard.

If the heating you offer is electric heating or heat pump it must be equipped with the thermostat. This will help make your heating more consistent and efficient. For most properties, larger fixed heating equipment like wood burners, heat pumps pellet burners, flued gas heaters are required. However, in some cases like small apartment buildings small apartments, a smaller electric fixed heater may be sufficient.

If the main living room is already equipped with a fixed heating source like heat pumps, it could require a top up in order to comply with the standards. Some types of heaters can’t be utilised to meet the quality since they’re either expensive, inefficient and/or unsafe to run.

Ventilation Aro Valley

All landlords and property managers must ensure that the insulation is up to standards that are in line with the latest standard. In some instances, existing ceiling insulation or insulation in the subfloor space might need to be filled with or replaced.
