Fines for Failing to Comply

From the 1st of July in 2021, once a new, renewed or varied contract is signed on an Arakura rental property, all Healthy Homes compliance tasks need to be done inside of 90 days.

Tenancies established in the period between July 1st 2019 and 30 , June 20,21

  • Insulation of the underfloor and ceiling is required throughout Arakura and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement should be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records that demonstrate compliance with all Healthy Homes Standards that apply or will apply during the tenure of your rental home.

Starting 1 July 2021

  • Property managers and private landlords are required to make sure that their rental properties are in compliance in accordance with Healthy Homes Standard within 90 days of any new, renewed , or altered lease.
  • All boarder households (except Kainga Ora and Community Housing Providers with registered boarding house tenancies) are required to comply with Healthy Homes Standard regardless of the time the tenancy began.

From July 1st 2023

  • All homes that are rented out from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Beginning 1 July 2024

  • All rental homes must be in compliance with the Healthy Homes Standard regardless of when the tenancy first began.

Arakura rental properties need to have a stable source of heat that can warm the main or largest living space to a minimum of 18degC even on the winter coldest days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.
