Fines for Failing to Comply

From the 1st of July in 2021, once a new, renewed or varied contract is signed on an Alicetown rental property, all Healthy Homes compliance items need to be done within 90 days.

Alicetown Healthy Homes Compliance Timeframes

Tenancies commenced in the period between July 1st 2019 to the 30th June in 2021

  • Ceiling and underfloor insulation is required to all Alicetown and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included with any renewal, new or amended tenancy agreement.
  • Property managers and landlords must keep records to demonstrate the conformance to any Healthy Homes Standard that apply or will be applicable to your rental home.

Starting 1 July 2021

  • Private landlords and property managers should ensure that their rental properties are in compliance with the Healthy Homes Standard within 90 days of any newly renewed, extended or changed Tenancy.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) must meet the Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All households rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From July 1st 2024

  • All rental houses must comply with the Healthy Homes Standards regardless of when the tenancy first began.

If your living space is already equipped with a fixed heating source, like the heat pump, it may need an update in order to comply with the standards. Certain types of heaters cannot be used to achieve the standard as they are either costly, not cost-effective to run, and/or unhealthy to run.
